Telkomsel Strengthens Disaster Preparedness Through TERRA Volunteer Training

Telkomsel has strengthened disaster preparedness through the Gladian PANJI TERRA Volunteer programme, a community-based training aimed at enhancing young volunteers’ capacity to handle emergency situations. The programme is part of the Telkomsel Emergency Response & Recovery Activity (TERRA), which has been running for 15 years as an implementation of corporate social responsibility (CSR). Over a decade and a half, TERRA has become a programme that supports preparedness, emergency response, recovery, rehabilitation, and disaster prevention and mitigation. The programme is carried out in line with the Environmental, Social, and Governance (ESG) principles that underpin the company’s operations. To date, TERRA has reached 16 regions in Indonesia, involving 722 volunteers and 118 communities engaged in disaster management. One of TERRA’s flagship programmes is the Gladian PANJI TERRA Volunteer, designed to strengthen the capabilities of volunteers from nature-loving student groups (Mapala) and disaster-awareness communities. The programme carries five main pillars summarised in the acronym PANJI, namely Risk Mapping, Resource Allocation, Early Notification, Safe Evacuation Network, and Emergency Handling Integration. Throughout 2026, the training is being held in stages in several areas, starting in Pandeglang, Banten, on 25–27 June, continuing in Bandungan, Semarang Regency, on 9–11 July, and finally in Ciwidey, Bandung Regency, on 23–25 July. During the three days of training, participants receive materials from disaster practitioners, academics, journalists, the National Search and Rescue Agency (Basarnas), the Regional Disaster Management Agency (BPBD), and the Indonesian Red Cross (PMI). The materials provided include disaster preparedness, Basic Life Support, psychosocial support, disaster journalism, mitigation, and disaster management. Vice President of Corporate Communications & Social Responsibility at Telkomsel, Abdullah Fahmi, said building community resilience to disasters requires collaboration from various parties. According to him, Gladian PANJI serves as a means to equip young volunteers with the skills needed during emergencies. “Throughout TERRA’s 15-year journey, we believe that community resilience to disasters can only be built through the collaboration of various parties. The Gladian PANJI TERRA Volunteer programme is a tangible manifestation of that belief, a place where young volunteers are equipped with skills that can be used when emergency situations occur. For us, this is a real form of wholeheartedly serving the Indonesian people, especially those most in need during emergencies,” said Abdullah Fahmi on Monday (27/7). According to Abdullah, the training applies cross-sector collaboration involving the government, humanitarian organisations, academics, volunteer communities, and private partners to strengthen the national disaster management ecosystem. In addition to training, Telkomsel has also developed the TERRA Application as a digital platform to support volunteer coordination in the field. Through the application, volunteers can report potential disasters, conduct field assessments, monitor personnel locations in real time, and document conditions at the incident site. The application is also integrated with data from the National Disaster Management Agency (BNPB), the Meteorology, Climatology, and Geophysics Agency (BMKG), and the Centre for Volcanology and Geological Hazard Mitigation (PVMBG), thereby accelerating cross-agency coordination during disaster response. Abdullah added that the TERRA programme also involves company employees through the Tflyers Volunteer Programme. This initiative encourages employees to play a role as volunteers and field coordinators when a disaster occurs. “As part of the TERRA ecosystem, this programme also involves Telkomsel employees through the Tflyers Volunteer Programme initiative, encouraging them to also play a role as volunteers and field coordinators during emergency situations. This initiative strengthens Telkomsel’s operational preparedness while building a culture of employee care for communities affected by disasters,” he stated. Going forward, Telkomsel is committed to expanding the implementation of the Gladian PANJI TERRA Volunteer programme to more regions in Indonesia to strengthen volunteer capacity and support the establishment of a national digital resilience ecosystem in facing disasters.
