JAKARTA — PT Telkom Indonesia (Persero) Tbk (Telkom), PT Telkom Data Ekosistem (NeutraDC), PT PLN (Persero) and the Daya Anagata Nusantara Investment Management Agency (Danantara Indonesia) are exploring a collaboration to develop a National AI Data Centre Hub based around industrial estates. The collaboration was marked by the signing of memoranda of understanding (MoUs) between NeutraDC and an integrated industrial estate operator, and between Telkom and PLN. The agreements were signed on 27 October 2026 and announced during the Danantara Technology Innovation Investment Forum (DTIIF) 2026 in Jakarta.

The initiative is intended to align energy requirements, the readiness of industrial-estate land and utilities, and the development of digital infrastructure capable of supporting artificial intelligence (AI) computing needs.

Demand for data centre infrastructure is increasing as AI use expands. AI workloads require greater electricity capacity, cooling systems and connectivity than conventional data centres. The availability of land, a reliable power supply and utility support are therefore important factors in developing these facilities.

An industrial-estate-based approach was chosen because it allows land readiness, utilities, logistics access and spatial planning to be organised within a single ecosystem. This means data centre construction can be aligned from the outset with energy and connectivity requirements.

Irwan Rei, managing director of Strategic Technology Initiatives at Danantara Indonesia, said developing AI infrastructure on a national scale required collaboration among parties with complementary capabilities.

“Developing AI infrastructure on a national scale requires collaboration among various parties with different but complementary capabilities. Danantara Indonesia’s role is to help orchestrate state-owned enterprises, infrastructure providers, technology partners and the investment ecosystem, so that technology development does not stop at infrastructure, but has a pathway towards adoption, utilisation and value creation for the national ecosystem,” he said in a statement on Friday (30 October 2026).

Telkom chief executive Nanang Hendarno said AI development required an infrastructure foundation capable of supporting large-scale computing needs.

“AI development requires not only models and applications, but also an infrastructure foundation capable of supporting computing needs on a large scale. Through this collaboration, TelkomGroup aims to connect its data centre and connectivity capabilities with the strengths of the energy, industrial-estate, AI and cloud ecosystems, in order to support the more integrated development of Indonesia’s sovereign AI infrastructure,” he said.

Under the collaboration, each party will contribute capabilities in its respective field. The industrial estate operator will support land readiness, utilities and the surrounding ecosystem. PLN will provide electricity, prepare the network and ensure power reliability.
