TelkomGroup and Partners Land NCC Submarine Cable in Batam, Strengthening Digital Connectivity
PT Telekomunikasi Indonesia International (Telin), an operating company of PT Telkom Indonesia (Persero) Tbk (Telkom), together with BW Digital and with support from strategic partner Nongsa Digital Park (NDP), successfully landed the Nongsa Changi Cable (NCC) submarine cable at NDP, Batam, on Monday (20/7/2026). This achievement marks a milestone in strengthening Indonesia’s digital connectivity with the regional area while supporting the development of increasingly reliable and competitive digital infrastructure capabilities.
Present at the NCC cable landing ceremony were Coordinating Minister for Economic Affairs of the Republic of Indonesia Airlangga Hartarto, Deputy Prime Minister of Singapore and Minister for Trade and Industry Gan Kim Yong, Ambassador of the Republic of Indonesia to Singapore Hotmangaraja Panjaitan, Managing Director Business-2 of Danantara Indonesia Setyanto Hantoro, Deputy Governor of the Riau Islands Nyanyang Haris Pratamura, as well as the Boards of Directors of Telkom, Telin, BW Digital, and Nongsa Digital Park.
Coordinating Minister for Economic Affairs Airlangga Hartarto stated that Indonesia’s digital transformation needs to be supported by tangible infrastructure and increasingly robust connectivity. The NCC serves as the physical foundation for a new digital corridor connecting Indonesia and Singapore, while further strengthening Batam’s position as Indonesia’s digital gateway. “The presence of the NCC is expected to strengthen the strategic position of both countries in the global digital ecosystem and value chain, while opening up space for the growth of investment, innovation, and new technology-based economic activities,” Airlangga said.
This cable landing moment marks significant progress in the construction of the NCC towards operational readiness. The NCC is one of two Batam–Singapore submarine cables developed by TelkomGroup, alongside the Indonesia Singapore Cable System (INSICA), to strengthen digital connectivity between Indonesia and Singapore. As part of the Indonesia Cable Express (ICE) ecosystem, the NCC will also support digital economic growth in the region.
Managing Director Business-2 of Danantara Indonesia Setyanto Hantoro said, “Strategic investments like the NCC are important because strengthening digital sovereignty and infrastructure can be a catalyst for innovation, competitiveness, and growth across various industrial sectors. This infrastructure is expected to create a multiplier effect by encouraging the growth of various industries in Batam and Indonesia as a whole, which in turn will strengthen national economic growth and resilience.”
With a length of approximately 50 kilometres and a capacity of 24 fibre pairs, the NCC is built to meet the increasing demand for high-capacity, low-latency connectivity driven by the rapid development of cloud services, hyperscalers, artificial intelligence (AI), and data centre interconnections in Southeast Asia. The successful landing of the NCC at a strategic landing point in Batam represents tangible support from the Indonesian Government in opening a new digital corridor to strengthen network resilience, expand connectivity route diversity, and enhance the scalability of digital networks between Indonesia and Singapore.
The NCC infrastructure is expected to accelerate the development of Indonesia’s digital ecosystem through increased digital infrastructure investment, the development of global-standard data centres, and the creation of new opportunities for digital industry players. This project reinforces Batam’s position as Indonesia’s strategic digital gateway, connecting the national digital ecosystem with regional and global markets.
Telkom President Director Dian Siswarini emphasised that through sustainable digital infrastructure development, TelkomGroup is committed to strengthening Indonesia’s digital sovereignty while delivering tangible impact for national digital economic growth. The NCC represents a strategic collaboration between Indonesia and Singapore in building an increasingly connected and competitive digital ecosystem. “This strategic infrastructure not only strengthens Indonesia’s digital connectivity and resilience but also provides greater route diversity and stronger connectivity for Singapore as a regional digital hub, thereby creating benefits for both countries,” Dian said.
Telkom’s Director of Wholesale & International Service Budi Satria Dharma Purba assessed the NCC as a crucial part of TelkomGroup’s strategy through Telin to build reliable international digital connectivity. He noted that the NCC opens a new digital corridor between Indonesia and Singapore as part of the Indonesia Cable Express. “This infrastructure not only increases international connectivity capacity but also supports the growth of cloud, AI, hyperscaler, and data centre interconnection ecosystems that form the foundation of the region’s digital transformation. Together with the subsequent development of ICE, TelkomGroup will continue to expand the digital connectivity ecosystem capable of meeting the needs of global customers and digital industry players in Southeast Asia,” Budi said.
BW Digital Chief Executive Officer Ludovic Hutier said the collaboration between BW Digital and Telin is a strategic step in delivering world-class digital infrastructure in the region. The successful landing of the NCC reflects a shared commitment to providing digital infrastructure that serves as the foundation for digital development in Southeast Asia. “Together with Telin, we are building a connectivity platform ready to face future needs to support the region’s increasing demand for cloud services, Artificial Intelligence (AI), and data centres. The NCC is also an integral part of BW Digital’s integrated digital ecosystem, which includes the Citra Connect terrestrial fibre optic network and the NDP1 data centre campus with a capacity of 144MW in Batam,” Hutier said.
