PT Telkom Indonesia (Persero) Tbk, through its data centre subsidiary PT Telkom Data Ekosistem (NeutraDC), has entered into a strategic collaboration with Huawei Technologies Co., Ltd through the signing of a memorandum of understanding concerning Strategic Activities for Digital Telco. The agreement encompasses the development of digital infrastructure, strengthening of the data centre ecosystem, and exploration of technologies supporting digital transformation.

The memorandum was signed during the Mobile World Congress (MWC) Barcelona on 3 March 2026, one of the world’s largest technology and telecommunications gatherings bringing together global industry players.

The MoU was signed by Seno Soemadji, Director of Strategic Business Development & Portfolio at Telkom; Andreuw, CEO of NeutraDC Group; and Chi Kaichao, Director at Huawei.

This collaboration represents a strategic step for TelkomGroup to strengthen its digital infrastructure business development whilst opening opportunities for technological synergies with Huawei to support the development of an increasingly reliable and efficient data centre ecosystem.

Seno Soemadji stated that the collaboration forms part of TelkomGroup’s efforts to strengthen the foundation of reliable and globally competitive digital infrastructure. “The signing of the MoU at the MWC Barcelona event symbolises Telkom’s commitment to continuously transform into a world-class digital telco. The strategic collaboration with Huawei will strengthen our digital infrastructure capabilities, accelerate innovation in enterprise solutions, and ensure our workforce readiness in addressing Indonesia’s digital transformation needs,” he said.

Through this partnership, Telkom, NeutraDC, and Huawei will explore digital infrastructure business development, particularly in strengthening the data centre ecosystem. Regarding Huawei’s service expansion requiring data centre facilities, Huawei may consider utilising NeutraDC’s data centre facilities, including opportunities for placement of Huawei Cloud availability zones in accordance with the partnership agreement and applicable regulations.

Furthermore, Huawei will share information on the latest data centre technology innovations, including mechanical, electrical, and plumbing (MEP) technology, AI-based architecture and hardware, and solutions supporting sustainability and operational efficiency. This knowledge is expected to serve as a reference for developing NeutraDC’s infrastructure capabilities.

Currently, NeutraDC operates the NeutraDC Nxera Batam hyperscale data centre facility, which represents Telkom’s readiness for AI-ready digital infrastructure. Located strategically in the SIJORI region (Singapore, Johor, Riau), the facility is supported by an international connectivity ecosystem and global standards to serve regional digital ecosystem needs.

Andreuw, CEO of NeutraDC Group, stated that as a data centre infrastructure provider, NeutraDC is prepared to support enterprise and hyperscaler customer needs whilst advancing next-generation network technology development. “Collaboration with Huawei presents an opportunity for NeutraDC to continue delivering scalable, efficient data centre infrastructure ready to support future AI and cloud requirements. We believe this synergy will strengthen a more reliable and globally competitive digital ecosystem,” he said.

Huawei Director Chi Kaichao also expressed that Huawei welcomes this strategic collaboration as part of joint efforts in supporting more advanced digital ecosystem development. Through this collaboration, he continued, Huawei can strengthen synergies with Telkom and NeutraDC in delivering innovative, efficient, and sustainable data centre technology and digital infrastructure. “We believe this partnership can open new opportunities in developing cloud and digital infrastructure ecosystems supporting Indonesia’s digital transformation acceleration,” Chi Kaichao said.

The collaboration between Telkom, NeutraDC, and Huawei aligns with Telkom’s vision of accelerating national digital ecosystem development, strengthening industry competitiveness, and supporting Indonesia’s digital economic transformation agenda. Through orchestration of a global technology partners ecosystem, Telkom continues to strengthen its role as a primary enabler in building integrated digital infrastructure and solutions.

In addition to the MoU signing, during the MWC Barcelona agenda, Seno Soemadji also held strategic meetings with Huawei, including with James Zhang, VP of Carrier Sales at Huawei Technologies, to strengthen the long-term collaboration direction between the two companies.

These discussions covered digital infrastructure development, hyperscale data centre facilities, advanced-generation networks, and strengthening of Telkom’s B2B ICT capabilities. This initiative aligns with TelkomGroup’s strategy of strengthening digital infrastructure ecosystem through the NeutraDC platform and future network development through InfraCo, whilst supporting the national digital transformation agenda.

Through orchestration of a global technology partners ecosystem, Telkom continues to strengthen its role as a primary enabler in building integrated digital infrastructure and solutions to support Indonesia’s digital economy growth.
