JAKARTA — PT Telkom Indonesia (Persero) Tbk, the National Cyber and Crypto Agency (BSSN), Perum Percetakan Uang Republik Indonesia (Perum Peruri) and the Daya Anagata Nusantara Investment Management Agency (Danantara) are strengthening their strategic collaboration. The move aims to prepare the national digital ecosystem for advances in quantum computing through the Quantum-Safe Indonesia initiative.

The memoranda of understanding were signed on the sidelines of the Danantara Technology Innovation Investment Forum 2026 in Jakarta on Tuesday (28 October 2026). The collaboration is intended to explore the development of technology, cryptography and cyber-security capabilities to anticipate risks to future encryption systems.

The two agreements provide a basis for the parties to explore solutions for the post-quantum cryptography era. They will also work to improve organisational readiness to identify cryptographic assets, assess risks and plan a phased migration.

The Danantara Technology Innovation Investment Forum 2026 is a flagship event bringing together government institutions, state-owned enterprises, global technology leaders, investors, research institutions and strategic partners. The forum promotes the use of technology by translating it into industrial applications, collaboration, implementation and concrete investment opportunities.

Advances in quantum computing offer opportunities for technological innovation, but also pose new challenges to digital security. Once quantum computers reach a certain level of capability, some of the cryptographic algorithms currently used to protect data could become vulnerable.

Preparation for the post-quantum era needs to begin early, through the development of new algorithms and a clear understanding of the cryptographic assets in use. Organisations also need to assess their risk levels and draw up migration stages suited to their individual requirements.

BSSN’s post-quantum cryptography migration framework covers preparation, the inventory of cryptographic assets and quantum risk assessment. It also includes migration planning and implementation, strengthening cryptographic agility, and regular monitoring and evaluation.

Organisations across Indonesia can use this framework to begin a structured and measurable transition. The adjustment process will take account of operational needs and applicable security standards.

Through the Quantum-Safe Indonesia initiative, the parties will explore several areas of development, including cryptographic asset discovery and readiness assessments. These efforts are expected to help organisations understand the state of their systems and prepare mitigation measures based on their level of risk.

Under the collaboration, BSSN will contribute frameworks, methodologies, standards and governance for cyber security and cryptography. Telkom will support technology development and the integration of capabilities, including the exploration of tools to identify cryptographic assets.

Perum Peruri will contribute its capabilities in digital trust, digital identity, cyber security and related technologies. The scope of cooperation also includes developing digital use cases and exchanging knowledge.

Danantara will help coordinate the ecosystem and explore opportunities to apply relevant capabilities across state-owned enterprises. Its role includes coordinating pilot projects and validating implementation to support the adoption of suitable solutions.

Telkom President Director Nanang Hendarno said developments in quantum technology should be seen as a long-term readiness issue for the digital ecosystem. The company is committed to building capabilities that will enable organisations to understand their cryptographic assets in a structured way.

“Developments in quantum technology should be seen as a long-term readiness issue for the digital ecosystem. Through collaboration with BSSN and Perum Peruri, and with coordination support from Danantara, Telkom wants to help build capabilities that enable organisations to understand their cryptographic assets, assess their readiness and prepare mitigation measures in a more structured way,” Nanang said.

He added that the signing provides a strategic foundation for further technology development. The parties will continue to study the technical implementation of the collaboration together.

Ricardo Irwan Rei, Managing Director of Strategic Technology Initiatives at Danantara, expressed a similar view on the importance of cross-sector cooperation. Strengthening national technological resilience requires the active involvement of a range of stakeholders.
