PT Telkom Indonesia (Persero) Tbk has reaffirmed its commitment to strengthening business fundamentals and corporate governance through accelerated implementation of its TLKM 30 transformation strategy in 2026.

This initiative represents a momentum for Telkom to reorganise its business portfolio, enhance operational discipline, and establish a strategic holding structure to drive greater value creation.

Chief Executive Officer Dian Siswarini stated that TLKM 30 is a comprehensive reform agenda designed as a medium-term strategy through 2030. The programme aims to improve performance whilst strengthening Telkom’s competitive position as an enabler of a world-class digital ecosystem.

“We are implementing TLKM 30 to unlock greater value from all of Telkom’s business potential whilst strengthening the company’s contribution to the state and shareholders through increased value and dividends,” Dian said during the TelkomGroup Business Update in Jakarta.

The transformation involves careful portfolio reorganisation alongside strengthened good corporate governance practices. Measures include restructuring and streamlining subsidiaries, establishing a strategic holding, and enhancing discipline in asset management. This aligns with the state-owned enterprises governance strengthening agenda through the Danantara initiative, which emphasises transparency, prudence, and accountability in managing state assets.

Implementation includes normalising asset quality, ensuring more accountable expenditure, and aligning financial records to improve accuracy and fairness of company reports.

To promote operational excellence, Telkom is strengthening operational discipline, improving business processes, and optimising capital allocation for greater efficiency. The transformation is also supported by cultural changes emphasising collaboration, accountability, and performance and value creation orientation.

Progress is already visible since TLKM 30 implementation began in the second half of last year. One key development is the formation of FiberCo entity through a spin-off of fibre connectivity wholesale business and assets to PT Telkom Infrastruktur Indonesia or InfraNexia. This entity will focus on developing the fibre business whilst improving operational efficiency and investment, and opening opportunities for network sharing and strategic partnerships.

Beyond FiberCo, Telkom is also unlocking value from other infrastructure assets, including data centre operations through NeutraDC and telecommunications tower business through PT Dayamitra Telekomunikasi Tbk.

Telkom is also undertaking streamlining through a comprehensive evaluation of subsidiaries to ensure focus on core telecommunications and digital business. One early implementation was the signing of a Conditional Sale and Purchase Agreement by PT Multimedia Nusantara for full divestment of PT Administrasi Medika and its subsidiary TelkoMedika, which operates as a third-party administrator in the health sector.

Under the new strategic holding structure, Telkom will focus on value creation and governance oversight functions, whilst operating companies will handle business operations.

Going forward, TelkomGroup will strengthen its business structure through four main pillars serving as growth engines: B2C, B2B ICT, Digital Infrastructure, and International Business. Through this structure, Telkom expects each business line to operate more focused and agile in optimising Indonesia’s digital ecosystem potential.

The TLKM 30 transformation is also expected to have positive impact on the national economy through broader provision of higher-quality digital connectivity services. “With support from all stakeholders, we are driving this transformation to deliver positive impact for the economy and society through increasingly widespread and quality digital connectivity services,” Dian said.
