Telephone failure

My telephone has been out of order for the last two months. I
cannot hear the voice of the caller, but my voice is clearly
heard. However, this disturbance occurs only occasionally. I
called 431117 (service department) several times to report this
failure. Nothing happened.
The strange thing was that every time the service department
checked my telephone, it worked normally. When somebody else made
a call, again I had the same problem.
I was told that "such a case happens frequently, especially
during the rainy season, because there is a cable which is
sensitive to water." So, must I stop making or receiving calls
whenever it rains? As far as I am concerned, and whatever the
cause of the disturbance is, I want my telephone to work.
It is quite possible that there is something wrong with the
telephone itself. Why don't they come to my house and look at it.
How much do I have to pay for servicing it at my home, instead of
only trying to solve the problem by phone? Or was I following the
wrong procedure? Would the telephone company please explain.
