Telegram and Pinterest Deemed Unsuitable for Children
The Minister of Communication and Digital, Meutya Hafid, has revealed that several digital platforms, such as Telegram and Pinterest, fall into the high-risk category for children, according to self-assessment results verified by the Ministry of Communication and Digital.
This self-assessment is a follow-up to the implementation of Government Regulation Number 17 of 202 Namespace 25 regarding the Governance of Electronic System Implementation in Child Protection (PP Tunas). “A high-risk profile means access must be prohibited for accounts of children under 16, or that the platform is unsafe for children,” Meutya stated during a press conference at the Ministry of Communication and Digital office in Jakarta on Monday.
As of 6 September 2026, a total of 252 products, features, and services (PLS) from 94 Electronic System Providers (PSE) have completed self-assessments. From this number, the Ministry has verified 60 PLS, consisting of 38 low-risk profile PLS and 22 high-risk profile PLS.
Meutya noted that determining risk profiles is crucial because every electronic system service carries different levels of risk to children. “The higher the risk, the stronger the protective measures that must be implemented by the service providers,” she added.
In addition to Telegram and Pinterest, other PLS categorised as high-risk include the Lazada application, Lazada website, Blibli, BMoney, Vidio, Hago App, SnackVideo, X, Sola Mahjong, Goddess of Victory: NIKKE, Age of Empires Mobile, Valorant, and Teamfight Tactics Mobile. Other high-risk platforms include Apple Podcasts, WeTV, MAXStream TV, Discord, YouTube, Ludo World–Ludo Superstar, and Crossfire: Legends.
Conversely, PLS with a low risk profile, or those considered safe for children under parental supervision, include Apple Arcade, Lapak Gaming, Itemku, App Store, Apple Books, the Lazada Service website, the OPPO website, Game Center & Games, Google Shopping, Livin’ Next-G, Eidupay, DANA, UniPin, Livin’ by Mandiri, Netflix Kids Profile, and FaceTime.
Other low-risk services include iMessage, Google Messages, Gmail, Canva for Education, iCloud Drive & Photos, Siri, YouTube Kids, Google Maps, Gemini, Apple Maps, Apple Invites, Google Classroom, Google Play, PlayStation, Apple Music, Apple TV, Spotify, the Ruangguru application and website, Google Workspace, Google Search, Safari, and Google Photos.
The Ministry of Communication and Digital is still providing all electronic system providers the opportunity to complete their self-assessment obligations until 31 December 2026. “If the providers fail to conduct a self-assessment, the government may unilaterally determine the risk profile of each platform,” Meutya emphasised.
