Telecommunications Operator: Unused Quota Does Not Transfer Anywhere
JAKARTA, KOMPAS.com - Telecommunications operator PT Indosat Ooredoo Hutchison has emphasised that the term “internet quota expires” is inaccurate.
This is because the network capacity provided remains accessible during the service period of the selected package.
“Unused quota does not transfer anywhere, neither to Indosat nor to other customers,” stated Vice President Head of Private Product and Pricing Strategy at Indosat, Nicholas Yulius Munandar, during the hearing for Case Number 273/PUU-XXIII/2025 and Number 33/PUU-XXIV/2026 at the Constitutional Court (MK) building in Jakarta on Monday (4/5/2026).
“Therefore, what ends is the customer’s right of access to that capacity according to the agreed timeframe, not a loss of ownership rights that can be upheld under property law principles,” Nicholas explained.
Indosat also stressed that the time limit in internet packages is not a hidden provision. This information has been openly communicated to customers from the outset before subscribing.
These points were raised during the hearing for Case Number 33/PUU-XXIV/2026 and 273/PUU-XXIII/2025, attended by representatives from Telkomsel, Indosat, and XL on Thursday (16/4/2026).
“I can accept that assumption, that explanation (from the telecommunications operators), but there is still loss and damage to customers,” Saldi asserted during the hearing, quoted from the MKRI YouTube broadcast on Friday (17/4/2026).
It is the duty of the MK, Saldi emphasised, to protect the constitutional rights of citizens who suffer losses from this scheme.
This is because Article 28H paragraph (4) of the 1945 Constitution guarantees that citizens’ rights shall not be taken away arbitrarily by anyone.
“Presumably the providers do not profit from it, if that is true, but how to ensure that they (customers) do not suffer losses. Well, that needs to be resolved,” Saldi said.
He even drew an analogy: if we buy credit worth Rp 100,000, but only use Rp 40,000. Then, the remaining Rp 60,000 expires because the subscription’s active period has ended.
