Tax Office Plans to Tax Toll Roads and the Wealthy, Purbaya: I'll Sort It Out Later

The Directorate General of Taxes (DJP) of the Ministry of Finance is planning to collect Value Added Tax (VAT) on toll road services and high-wealth individuals (HWI). Finance Minister Purbaya Yudhi Sadewa admitted he was unaware of the proposal.

According to detikFinance, the idea previously appeared in the Directorate General of Taxes (DJP) Strategic Plan (Renstra) document for 2025-2029.

Purbaya stated that decisions on adding new types of taxes are his responsibility as State Treasurer and require prior analysis by the Directorate General of Economic and Fiscal Strategy (DJSEF).

“I don’t know, since I’m the minister. I’ll sort it out later. It should be analysed first by the Fiscal Policy Agency; I don’t know if it’s been done or not. Now suddenly there are many additions of taxes here and there; I haven’t read it yet, I’ll look into it later,” Purbaya said after the PT SMI 2026 Symposium at Ayana Midplaza, Jakarta, on Wednesday (22/4/2026).

Before imposing new taxes, Purbaya asked DJSEF under the Ministry of Finance to conduct analysis first. Before there is significant economic improvement, he committed not to implement new taxes.

“My promise remains the same; it hasn’t changed. Before there is significant improvement in purchasing power, before there is significant economic improvement, we will not implement new taxes or raise the rates of existing taxes,” he said.

According to Purbaya, economic improvement can be seen from various benchmarks, from economic growth to consumer confidence surveys.

“My calculation is around there (economic benchmark of 6%), but not exactly 6%, around there is fine. We must ensure that it does not disrupt the economic direction if implemented,” he explained.

It is known that the plan to impose VAT on the provision of toll road services appears in the DJP Renstra 2025-2029. The policy is prepared in the Draft Minister of Finance Regulation (RPMK) on Expanding the Tax Base for Fairer Taxation.

DJP also includes plans to draft regulations for fairer taxation on HWI. The target completion date for both regulations is 2028.
