Tax Office Denies Babinsa Involvement in Tax Collection
The Directorate General of Taxes (DJP) at the Ministry of Finance has denied the direct involvement of territorial apparatus such as Babinsa (village supervisory non-commissioned officers) and Bhabinkamtibmas (community police officers) in tax data collection or audits. The involvement of these officials is limited to providing coordination support to ensure that the duties of tax officers in the field are conducted in an orderly, safe manner and in accordance with applicable regulations.
Head of the Counselling, Services, and Public Relations Division for the DJP Regional Office of South and Central Kalimantan, Moch. Luqman Hakim, explained that the Director General of Taxes Circular Number SE-8/PJ/2026 is not a new policy expanding the authority of territorial apparatus in taxation activities. ‘SE-8/PJ/2026 was issued to refine existing cooperation procedures to make them more uniform, effective, and well-documented. There is no assignment for Babinsa or territorial apparatus to conduct audits or hunt for public tax data,’ Luqman stated in a press release on Tuesday.
The circular also does not grant new authority to access personal data or carry out examination actions by territorial apparatus. All tax administration activities remain the responsibility of DJP employees in accordance with statutory regulations. The DJP ensures that the management of tax data and information is carried out by its employees based on their authority, upholding the principles of professional confidentiality and taxpayer data protection.
In line with the transformation of tax administration, the DJP is increasingly prioritising the use of information technology, digital data analysis, and a risk-based approach in its compliance supervision activities. Through this approach, supervision is conducted more accurately, objectively, and efficiently based on the data held, rather than being carried out massively on all taxpayers. This step also does not impose additional obligations on the public. ‘The DJP remains committed to delivering a modern, transparent, and accountable tax administration through the use of technology. Our focus is on improving data quality and voluntary taxpayer compliance, not expanding audits,’ Luqman added. The DJP urges the public not to readily believe unverified information.
