Finance Minister Purbaya Yudhi Sadewa stated that the tax revenue target, comprising tax receipts as well as customs and excise, reaches Rp2,908 trillion in the 2027 Draft State Budget (RAPBN).

“The strongest component is tax revenue, estimated to reach Rp2,908 trillion,” said Purbaya at the Press Conference on the RAPBN and Financial Note for the 2027 Fiscal Year in Jakarta on Friday.

The tax revenue target in the 2027 RAPBN is up 10.5 per cent from the 2026 state budget outlook, which is estimated at Rp2,631.4 trillion.

In detail, tax receipts are targeted at Rp2,591.4 trillion (growing 12.1 per cent from the 2026 state budget outlook of Rp2,310.8 trillion), while customs and excise are set at Rp316.6 trillion (corrected down 1.2 per cent from the 2026 outlook of Rp320.6 trillion).

Meanwhile, non-tax state revenue (PNBP) is targeted at Rp517.4 trillion (corrected down 10 per cent from the 2026 outlook of Rp575.1 trillion), and grants at Rp700 billion (down 56 per cent from the 2026 outlook of Rp1.5 trillion).

As a result, state revenue is targeted at Rp3,426 trillion, or growing 6.8 per cent from the 2026 outlook of Rp3,208.1 trillion. Purbaya said this growth is mainly achieved through improvements in tax compliance and the tax base.

On the other hand, state spending in the 2027 RAPBN is set at Rp4,097.2 trillion, or growing 3.9 per cent from the 2026 outlook of Rp3,942.4 trillion.

Central government spending is targeted at Rp3,362.2 trillion, or growing 3.6 per cent from the 2026 outlook of Rp3,245.5 trillion.

This amount consists of ministry/agency spending of Rp1,504.7 trillion, down 7.7 per cent from the 2026 outlook of Rp1,630.4 trillion. Meanwhile, non-ministry/agency spending is set at Rp1,857.5 trillion, up 15 per cent from the 2026 outlook of Rp1,615.1 trillion.

Transfers to the regions are targeted at Rp735 trillion, up 5.5 per cent from the 2026 outlook of Rp696.9 trillion.

Overall, the 2027 RAPBN deficit is designed at Rp671.2 trillion, or 2.40 per cent of gross domestic product (GDP). The primary balance, which reflects the state’s ability to manage debt, is targeted at a deficit of Rp20.9 trillion.
