Task Force Urges Budget Realisation Must Have Real Impact on Disaster Victims
The acceleration of permanent post-disaster recovery programmes in Aceh, North Sumatra, and West Sumatra is being pursued as the 2026 Additional Budget (ABT) begins to be disbursed to a number of ministries and agencies (K/L). The Sumatra Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) is urging all recipient agencies to immediately realise the planned programmes so that the benefits can be felt by the disaster-affected communities.
Head of the National Command Post for the Sumatra Post-Disaster PRR Task Force, Inspector General Wahyu Bintono Hari Bawono, emphasised that the current phase is the implementation of the 2026-2028 Sumatra Post-Disaster Rehabilitation and Reconstruction Master Plan. Therefore, all ministries and agencies are asked to prioritise the execution of activities that have received budget support so that the recovery process can proceed more quickly and measurably.
According to Wahyu, accelerating budget realisation is not merely about meeting absorption targets, but is a concrete step to speed up the recovery of community life. He reminded that every rupiah of the budget must be directed towards programmes that provide direct and sustainable benefits, ranging from the provision of permanent housing and the restoration of basic infrastructure to public services. He made these remarks during the online Coordination Meeting for the Acceleration of the 2026 Additional Budget Realisation on Friday (3/7/2026).
‘Please, from the use of this budget, the benefits and impact must truly be felt by the community. Because on the ground, our brothers and sisters are still living in poor conditions. Many are still in temporary shelters, and much infrastructure, especially bridges, remains heavily damaged, along with other situations that indeed require concrete recovery steps,’ said Wahyu in a written statement on Saturday (4/7/2026).
Meanwhile, Deputy for Regional Development at the Ministry of National Development Planning, Medrilzam, asked all ministries and agencies to maintain consistency in programme implementation according to the agreed documents and to avoid substantial changes during the 2026 Fiscal Year. ‘All ministries and agencies should prioritise the implementation of approved activities so that the programme benefits can be immediately felt by the community. If there are proposed changes to locations, types of activities, or outputs, the discussion must first be held with Bappenas through the monitoring, evaluation, and revision mechanism of the Master Plan,’ said Medrilzam.
On the other hand, Director General of Budget at the Ministry of Finance, Sudarto, conveyed that most of the key ministries and agencies have received budget approval, so the implementation process can begin immediately. He encouraged all ABT recipients to accelerate the procurement of goods and services, contract signing, and activity implementation while upholding good state financial governance.
‘Ministries and agencies that have received budget allocations should immediately carry out the procurement process, contract signing, and activity implementation without delay. All stages must be carried out in an orderly administrative manner, in accordance with regulations, and remain guided by the jointly agreed Master Plan,’ said Sudarto.
Based on data from the Ministry of Finance, to date, seven ministries and agencies have received the ABT, namely the Central Statistics Agency (BPS), the Ministry of Public Works, the Ministry of Transportation, the Ministry of Social Affairs, the Ministry of Health, the Ministry of Housing and Settlement Areas, and the Ministry of Elementary and Secondary Education. Meanwhile, budget submissions for other ministries and agencies are still being processed according to the applicable mechanism.
In the 2026-2028 Sumatra Post-Disaster Rehabilitation and Reconstruction Master Plan, the government has prepared 11,520 activities to be carried out collaboratively by 33 ministries and agencies together with the affected regional governments, with a budget support of Rp 100.166 trillion.
