Task Force to Oversee Post-Disaster Rehabilitation and Reconstruction Programme in Sumatra
The Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) will oversee the implementation of the programme outlined in the Master Plan for Rehabilitation and Reconstruction (Renduk) following the Sumatra disaster. Chairman of the Satgas PRR, who is also Minister of Home Affairs, Muhammad Tito Karnavian, stated that the government has budgeted IDR 100.1 trillion for the rehabilitation and reconstruction efforts, which are targeted for completion by 2028. The budget is allocated across 32 ministries and agencies responsible for handling the post-disaster recovery in Sumatra. “Therefore, the seven ministries/agencies must move immediately. Move, and then report the details of what will be executed in 2026,” Tito told reporters after chairing a Coordination Meeting on Permanent Housing Data Collection, held in a hybrid format from the Ministry of Home Affairs headquarters in Jakarta on Tuesday (21/7). He emphasised that the task force will conduct weekly checks on the progress of the master plan programme to ensure it stays on track and to resolve any issues encountered.
During the same meeting, Minister of Housing and Settlement Areas (PKP) Maruarar Sirait explained that the tender process for the construction of permanent housing (huntap) is already underway. The construction of communal permanent housing, which falls under the responsibility of the Ministry of PKP, is scheduled to commence in September 2026. However, he urged regional governments that have not yet prepared the land for the permanent housing to do so promptly. “Don’t let the tender be completed while the land is not yet ready. This is not within our authority. Please assist, Minister [of Home Affairs], so that the land can be finalised soon,” he said. According to data, the Ministry of PKP has a budget of IDR 2.2 trillion to build 7,952 permanent housing units across three provinces affected by the Sumatra disaster, with Aceh receiving 6,220 units, North Sumatra 919 units, and West Sumatra 813 units.
Meanwhile, Director of Distribution at PT PLN, Arsyadany G. Akmalaputri, expressed full support for the communal permanent housing construction plan. She stated that PLN will immediately prepare the electricity network at the housing locations. “Once the construction installation is ready, PLN will directly install the connections. This is, of course, in collaboration with the regional governments, the National Disaster Management Agency (BNPB), and other ministries and agencies,” she said. Separately, Secretary General of the Ministry of Public Works (PU), Apri Artoto, explained that his ministry has received an additional budget of IDR 21.16 trillion to handle the post-disaster rehabilitation and reconstruction in Sumatra. The funds will be used to repair and build infrastructure such as roads, bridges, and irrigation systems.
