Task Force Oversees Realisation of 766 Aceh Recovery Packages Worth Rp 824 Billion
A total of 766 rehabilitation and reconstruction packages valued at Rp 824.9 billion have begun to be realised in Aceh through the Additional Transfer to Regions (TKD) scheme. As of 24 June 2026, more than half of the packages had entered the procurement process, while hundreds of others had already progressed to the physical implementation stage. This progress was the focus of a two-day assistance and monitoring event held by the Ministry of Home Affairs together with the Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) and the Aceh Provincial Government on 25-26 June 2026. The hybrid event, based at the Aceh Governor’s Office multipurpose hall, was attended by representatives of the Aceh administration, 18 district and city governments, Regional Disaster Management Agencies (BPBD), regional apparatus organisations, and members of the PRR Task Force. According to the progress report up to 24 June 2026, the 766 activity packages worth Rp 824.9 billion are spread across 14 Aceh Regional Work Units (SKPA). A total of 702 packages valued at Rp 615.62 billion are being implemented through tender and electronic procurement mechanisms. Of these, 24 packages are still in the provider selection process, 26 have determined a winner, and 322 have reached the contract signing stage. Meanwhile, 64 other packages worth Rp 209.28 billion are being implemented through a self-managed mechanism, with 16 of these having reached the contract signing stage by the end of the evaluation period. Overall, the procurement of goods and services has reached 388 packages, or 50.7 percent of the total activities, with a value of Rp 593.29 billion. Physical execution has commenced on 310 packages, or 40.5 percent, with the value of works completed reaching Rp 195.39 billion, or 23.7 percent of the total budget. The additional TKD is the result of a fiscal adjustment championed by the government to accelerate post-disaster rehabilitation and reconstruction. During the initial planning of the recovery programme, the regional government acknowledged the limited capacity of the Regional Budget (APBD) to cover the rehabilitation needs, which amounted to approximately Rp 824.9 billion. To address this, the PRR Task Force and the Ministry of Home Affairs devised a fiscal adjustment scheme through the Additional TKD and submitted it to President Prabowo. The proposal was approved and formalised through Minister of Finance Decree Number 59 of 2026 concerning the Adjustment of Allocation Details and Distribution of Transfer Funds for Disaster-Affected Regions. Issued in early March 2026, this regulation provided the legal basis for the additional budget allocation. Through this policy, the government allocated a total of Rp 10.65 trillion in Additional TKD for Aceh, North Sumatra, and West Sumatra. Of this amount, Aceh Province received an allocation of Rp 1.65 trillion, sourced from adjustments to the Revenue Sharing Fund (DBH), General Allocation Fund (DAU), Special Autonomy Fund, and the settlement of outstanding DBH underpayments from previous years. The entire Rp 10.65 trillion Additional TKD allocation was disbursed in stages and completed by early May 2026. This disbursement laid the foundation for accelerating the implementation of rehabilitation and reconstruction programmes in the affected regions, particularly after the government and the House of Representatives (DPR) agreed on a Rehabilitation and Reconstruction Master Plan (Renduk) as the programme’s guiding framework. Recognising the importance of proper budget utilisation, the two-day assistance and monitoring event focused on ensuring the funds are used appropriately. The task force aims to ensure the Additional TKD becomes a recovery programme that truly benefits the community. As stated on 17 June 2026, the funds can be used broadly, including for building and strengthening roads, bridges, and infrastructure in disaster-prone areas.
