Task Force Chief Urges Execution of Post-Disaster Rehabilitation Programme in Sumatra
Home Affairs Minister Muhammad Tito Karnavian, in his capacity as Chair of the Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction (PRR) in Sumatra, has urged 16 ministries and agencies to immediately execute rehabilitation and reconstruction programmes. He noted that out of the 32 ministries and agencies designated as implementers of the rehabilitation and reconstruction master plan, 16 have received budget allocations.
The message was conveyed by Tito during a Government Press Conference on the Update of the Best Fast Results Programme/Priority Programme and the Acceleration of the Permanent Recovery Phase Post-Sumatra Disaster at the Government Communication Agency Office in Jakarta on Wednesday (5/8/2026).
Based on the data presented, the 16 ministries and agencies include the Meteorology, Climatology, and Geophysics Agency (BMKG), the Ministry of Primary and Secondary Education, the Ministry of Transportation, the Ministry of Housing and Settlement Areas, the Ministry of Public Works, the Ministry of Marine Affairs and Fisheries, the Ministry of Health, the Ministry of Environment, the Ministry of Agriculture, the Ministry of Social Affairs, the Ministry of Creative Economy/Creative Economy Agency, the National Disaster Management Agency, the Central Statistics Agency, the Ministry of Home Affairs, the Coordinating Ministry for Infrastructure and Regional Development, and the Ministry of State Apparatus Empowerment and Bureaucratic Reform.
‘I once again hope that colleagues who head ministries/agencies that have received their budget allocations will immediately work quickly to execute the programme activities,’ Tito said. According to the master plan, the rehabilitation and reconstruction implementation will run from 2026 to 2028 with a budget requirement of Rp100.1 trillion. The document was prepared by the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) by compiling proposed needs from each affected region through the relevant ministries and agencies.
Furthermore, Tito revealed that he would submit a detailed list of ministry and agency programmes to the affected regional governments. This would allow provinces and districts/cities to adjust their handling measures for areas not yet covered by central government programmes. He has also proposed that the affected regions receive additional Transfer to Regions (TKD) funds in 2026 so they can carry out handling efforts in parallel with the ministries and agencies.
He mentioned that regional support can currently utilise the additional TKD funds of Rp10.6 trillion that have been received by all regions in Aceh, North Sumatra, and West Sumatra. He reminded them that these funds must be used for disaster mitigation purposes. Additionally, the regions have received assistance from the President in the form of Unexpected Expenditure (BTT) totalling Rp268 billion.
‘So if I may say, the small boat is the Rp10.6 trillion, and the President’s assistance of Rp268 billion distributed to the regional governments. That is the small boat. The big boat is from the ministries and agencies,’ he explained. Tito stated that ministries and agencies that have not yet received budget allocations according to their proposals should immediately coordinate with the Ministry of Finance. He noted that the Ministry of Finance has prepared the budget to support the rehabilitation and reconstruction implementation, particularly in 2026.
‘Do not let it be just because of a lack of supporting documents or administrative issues that the money is not disbursed by the Minister of Finance. The Minister of Finance guarantees this money, he has prepared it,’ he clarified. Also in attendance were the Head of the Government Communication Agency, Qodari, and the Secretary General of the Ministry of Home Affairs, Tomsi Tohir, along with other relevant officials.
