Targeting IDR 2,041 Trillion Investment, Cornelis: Massive Investment Must Be Quality Investment
Jakarta, Gesuri.id - Member of Commission XII of the Indonesian House of Representatives (DPR RI), Dr. (H.C.) Drs. Cornelis, M.H., has expressed support for strengthening the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) and emphasised that investment must not merely exploit natural resources without providing benefits to the community, regions, and national development.
Cornelis made the statement following a working meeting of Commission XII with the Minister of Investment and Downstreaming/Head of BKPM, Rosan P. Roeslani, which discussed the 2027 Ministry/Institution Work Plan and Budget (RKA-K/L) and the Government Work Plan (RKP) at the Parliament Complex in Senayan, Jakarta, on Monday (15/6).
According to Cornelis, the national investment target set by the government is very substantial. Indonesia is targeting 8% economic growth and requires over IDR 13,000 trillion in investment during the 2025-2029 period. For 2026, the government has set an investment realisation target of IDR 2,041.3 trillion. As of the first quarter of 2026, realised investment had reached IDR 498.8 trillion.
“This target is certainly not easy. Therefore, the efforts of the Ministry of Investment and Downstreaming/BKPM in maintaining the national investment climate deserve support, including through strengthening the budget and strategic programmes being implemented,” said Cornelis.
He assessed that under the leadership of Minister Rosan P. Roeslani, the government is not only pursuing the magnitude of incoming investment but is also highly selective in ensuring the quality of that investment.
“I have known Minister Rosan since we met and discussed matters in the United States. So, regarding investment realisation, it is not due to a lack of investors wanting to enter Indonesia. In fact, Indonesia has enormous investment appeal. We share the same view that massive investment must also be quality investment,” he stated.
According to Cornelis, quality investment is investment that can create jobs, increase added value through downstream processing, strengthen regional economies, and make a tangible contribution to regional and national development.
Furthermore, the former two-term Governor of West Kalimantan asserted that Indonesia does not need an investment model that merely exploits natural resources without providing benefits to the community.
“We certainly do not want investment that only comes to take our natural wealth but provides no real benefit to the community and the region, and ultimately only leaves behind environmental damage and social problems. That kind of investment model is certainly not what we expect,” he stressed.
Therefore, Cornelis agreed with the Minister of Investment and Downstreaming’s view on the importance of building a healthy and quality investment climate.
“We open the door as wide as possible for investment, but not for investment that takes Indonesia’s wealth without leaving benefits. We want investment that grows together with the community, advances the regions, protects the environment, and strengthens Indonesia,” he said.
On that occasion, Cornelis also stated that the proposed budget requirements for the Ministry of Investment and Downstreaming/BKPM for the 2027 fiscal year were rational. According to him, the substantial national investment target requires adequate institutional and budgetary support.
“The proposal is rational because the task carried by the Ministry of Investment and Downstreaming/BKPM is enormous. Therefore, adequate budget support is a state investment to create economic growth, open employment opportunities, and ensure that incoming investment truly impacts the welfare of the people and regional progress,” he concluded.
