The Tanjung Priok Port area in North Jakarta will be served by two new toll road access points. The first is the New Priok Eastern Access (NPEA) and the second is the development of the Ir. Wiyoto Wiyono Toll Road, Section Harbour Road II, which involves the construction of the Ancol Timur - Pluit Elevated Toll Road. Both toll access projects are included in the National Strategic Projects (PSN), as stipulated in the Coordinating Ministry for Economic Affairs Regulation Number 16 of 2025, Article 2A, paragraph 2. The Harbour Road II project, undertaken by PT Wijaya Karya (Persero) Tbk, will be built as an elevated structure stretching nearly 10 kilometres. The toll road is designed for a speed standard of 80 km/h with a lane width of 3.5 metres and will be equipped with junctions at Ancol Timur and Pluit, as well as a connecting ramp to Harbour Road I. Construction of this toll road is targeted for completion by 31 December 2026, with a construction period of 1,697 calendar days and a maintenance period of 730 days. This toll road not only adds traffic capacity but also strengthens the four-ring toll road network of Greater Jakarta (Ring 1, Ring 2, JORR 1, and JORR 2). Meanwhile, the construction project for the New Priok Eastern Access (NPEA) Section 1, spanning from STA.0+000 (IC NPEA) to STA. 2+777 (P38), will be carried out by PT Hutama Karya (Persero). The NPEA Section 1 project is a strategic initiative to reduce congestion and smooth logistics flows. It will connect the Kalibaru Terminal at Tanjung Priok Port with the Cibitung-Cilincing Toll Road (JTCC) over a length of 2.78 kilometres, starting from KM 108 of the JTCC to the North Nusantara Bonded Zone (KBN) area. This toll access will have a total road width of 29.8 metres, consisting of 2 carriageways with 3 lanes in each direction. The scope of work includes the construction of a 2.7 km main road, including 4 ramps at the NPEA Interchange area, and 4 ramps at the Marunda Junction (2 on and off ramps on the south side, 2 on and off ramps on the north side). The construction will be in the form of an elevated road comprising a Balance Cantilever Bridge, Concrete Girder Bridge, Steel Girder Bridge, and Pile Slab Bridge. The project is expected to cut travel time and costs for logistics trucks, speed up loading and unloading processes at the port, and promote efficiency in the goods distribution system. The ultimate impact will be increased productivity and economic growth, particularly in the port area and the eastern region of Jakarta.
