Tangsel City Government to Summon Developer Over Alleged Alteration of Ciputat River Flow

South Tangerang City Government (Pemkot Tangsel) will summon the relevant developer regarding allegations of changes to the Ciputat River flow. Deputy Mayor of Tangsel, Pilar Saga Ichsan, said that information about the river flow closure was only recently received and will still be followed up. “If I’m not mistaken, that was around 2011, at the beginning when Tangsel was established. Yesterday I also just received the information, and I will try to follow it up,” Pilar said when met in Cinere Mas, Pisangan, Tangsel, on Tuesday (29/4/2026). “In the near future, we will sit down together with the developer side, and see what our assets are like,” she added. In addition, the Tangsel City Government is still tracing the ownership status of the river assets, which is deemed important for determining handling authority. “Now, are those assets owned by the City Government or the Province, because rivers usually have ownership,” Pilar stated. It is known that the Ciputat River flow in Bintaro Jaya Sector 7, Pondok Aren, South Tangerang (Tangsel), has been cut off and is suspected of being repurposed for the Bintaro Jaya Xchange (BXc) Mall. This was discovered when the Special Committee (Pansus) for the Regional Regulation Draft (Raperda) on Regional Spatial Planning (RTRW) of the South Tangerang City DPRD conducted a field inspection related to spatial planning and flood control on Tuesday (21/4/2026). “Yesterday we found a change in the river flow in the river body in Pondok Aren,” said Syawqi when contacted by Kompas.com via WhatsApp on Thursday (23/4/2026). Upon tracing, the river flow turns towards Jurangmangu Station and heads to the Pondok Aren area. However, according to Syawqi, the river flow should have headed to the area now occupied by the Bintaro Xchange Mall. “That’s Maharta and the surrounding areas that also flood. That’s the effect on northern Pondok Aren, because that’s the Ciputat River flow,” he said. Meanwhile, the developer side stated they would be cooperative and ready to complete the documents requested by the DPRD. “For the next stage, we are waiting, but JRP will be very cooperative,” said Virona Pinem, management in the planning division of PT Jaya Real Property Tbk (JRP).
