Tangerang (ANTARA) – The Tangerang City Government in Banten is targeting regional revenue of Rp5.16 trillion in 2027, comprising Rp3.28 trillion in locally generated revenue and around Rp1.87 trillion in transfer revenue.

Mayor Sachrudin said in a statement in Tangerang on Tuesday that the proposed revenue forms part of the 2027 Draft Regional Revenue and Expenditure Budget (RAPBD), which has been submitted to the Tangerang City Council.

Under the draft, regional expenditure is planned at Rp5.61 trillion, including around Rp3.40 trillion for mandatory basic services. Of that amount, education is allocated Rp1.50 trillion and health Rp999.88 billion.

“The APBD must be managed carefully and targeted accurately, so that every allocated budget genuinely addresses needs and improves public welfare,” Sachrudin said.

He said the city government had set five development priorities for 2027: improving the quality and competitiveness of human resources; strengthening the productive economy; upgrading urban infrastructure; managing the environment sustainably; and delivering responsive public services.

He said budget preparation should be guided by the needs of the public, rather than simply by the implementation of programmes and the absorption of funds.

“What matters is not only that programmes are carried out, but that their results are genuinely felt by the public. Services must improve, residents’ problems must be addressed, and development must bring tangible benefits to everyday life,” he said.

Sachrudin urged every municipal department to ensure that planned programmes have clear targets, are implemented effectively and produce measurable benefits.

He also stressed the importance of co-operation between the local government and the city council in discussing the 2027 draft budget, to ensure that its preparation is transparent, accountable and aligned with the region’s needs and financial capacity.

According to data from the Tangerang City Council, expenditure in the revised 2026 budget was agreed at Rp5.767 trillion, while regional revenue stood at Rp5.186 trillion.

The planned 2027 expenditure of Rp5.61 trillion is therefore around Rp157 billion lower than spending in the revised 2026 budget. The 2027 revenue target of Rp5.16 trillion is around Rp26 billion below the target in the revised 2026 budget.

The figures in the 2027 draft may still change, as they must undergo discussion and receive joint approval from the local government and the city council.

Council speaker Saiful Milah said the 2027 draft budget required further scrutiny, including by the council’s Budget Committee.

“With the budget declining, we will oversee it carefully across various sectors. The Budget Committee will examine and revise it as thoroughly as possible, so that the budget genuinely serves the public interest,” he said.

Sachrudin said he hoped discussions on the 2027 draft would produce budget policies capable of improving public services and residents’ welfare.

“Development success is not measured only by what is built, but by the changes people experience. That is what we want to achieve through the 2027 APBD, so that every policy and budget helps Tangerang progress and its people become more prosperous,” he said.
