Tangerang Becomes Initial Priority for Banten BPN

In line with the spirit of land service transformation being promoted by the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, the Head of the Banten Provincial BPN Regional Office, Harison Mocodompis, is optimistic that 100 percent of land services can be realised. Coinciding with the trial of the 10-Day Title Transfer service, Harison explained that accelerating services cannot rely solely on BPN. Commitment and collaboration from all parties involved in the process are required, including Land Deed Officials (PPAT) and local governments. Stages such as deed preparation and validation of the Land and Building Title Transfer Fee (BPHTB) are important parts that also determine the speed of service completion. “If everyone is committed, I am optimistic that around 80, 90, even 100 percent will be achieved,” said Harison, who previously served as Head of the South Tangerang Land Office. According to Harison, if all stages proceed according to target, the entire process from deed preparation, BPHTB validation, to title transfer at the Land Office can be completed within a maximum of 10 days. The public needs certainty, not merely promises regarding service speed. Therefore, the 10-Day Title Transfer must be viewed as a service system involving all parties. In Banten Province, Tangerang City and South Tangerang City are part of the initial implementation of this service. Additionally, the concept of region-based land offices will strengthen service coverage. Each section head has a role in handling areas according to sub-district divisions within regencies/cities. “This will position BPN services to reach more widely and more quickly. With this pattern, services become closer to the community,” Harison added. This transformation aligns with Minister Nusron’s directive emphasising that every change in service must lead to certainty for the public. “The spirit of transformation we are undertaking aims to provide certainty to applicant communities. Certain, fast, and measurable, while maintaining compliance,” said Nusron. In addition to the 10-Day Title Transfer, the Ministry of ATR/BPN is also promoting scheduled measurement services targeted for completion within 12 days, with a maximum scheduling waiting period of seven days. To date, this service has been implemented in 400 of 483 Land Offices across Indonesia, including in Banten Province. For Harison, this service transformation is part of the spirit of giving the best gift for Indonesia at the moment of independence. Beyond land services, Banten BPN is also continuing to push for the completion of strategic agendas, such as land acquisition for toll roads and reservoirs, acceleration of certification for local government and ministry/institutional assets, and certification of waqf land, which still leaves around 6,000 plots, with 2,034 plots targeted for completion in 2026. “The measure of success is not only how much work is completed, but how much service certainty can be felt by the public,” he concluded.
