Talent Summit 2026 Strengthens Merit System and Talent Management at DPD RI Secretariat General
Secretary General of the Regional Representative Council (DPD RI), Mohammad Iqbal, has asserted that human resource development is the key to organisational excellence amidst dynamic changes. Speaking at the opening of the Talent Summit 2026 in the DPD RI lobby on Wednesday (29/7), Iqbal emphasised that the event reinforces the Secretariat General’s efforts to strengthen the implementation of the Merit System and Talent Management as a foundation for preparing future leaders who are competent, have integrity, and are adaptive.
“Organisational excellence today is no longer determined solely by structure, budget, or technology, but by the quality of its human resources. Therefore, all career development, promotion, mutation, and appointment policies within the DPD RI Secretariat General must be carried out through Talent Management based on competence, performance, integrity, and potential objectively, transparently, and accountably,” Iqbal stated.
Head of the Bureau for Organisation, Membership, and Personnel (Kabiro OKK), Fitriani Badar, explained that the Talent Summit 2026 is a strategic step to strengthen the merit system and accelerate the development of a talent management ecosystem. She noted that the transformation is not merely about presenting the Prima Talent Management Information System (SIMANTAP) application, but about building an organisational culture that places competence, integrity, performance, and potential as the primary basis for all career development policies.
Fitriani highlighted that the DPD RI Secretariat General has achieved a “Very Good” rating for its Merit System implementation with a score of 342 at the end of 2023. The institution has also received approval for the implementation of a Talent Management Information System from the State Civil Service Commission (KASN) and continues to align the development of SIMANTAP with the national policy for accelerating ASN Talent Management set by the National Civil Service Agency (BKN).
“Technology provides the data, but the decision remains in the hands of the leaders. Therefore, the success of Talent Management is not measured by how sophisticated the application is, but by the organisation’s courage to make the merit system the basis for every HR development decision,” Fitriani said.
She further explained that the Secretariat General is developing a comprehensive human capital ecosystem, including a Human Capital Development Plan (HCDP), a Learning Management System (LMS), a Knowledge Management System (KMS), a culture of knowledge sharing, and a 360-Degree Feedback Assessment system. These initiatives are designed to be integrated to create a sustainable talent development system.
Fitriani also introduced MANTA as the mascot of SIMANTAP, representing the character of an ASN who is adaptive, a continuous learner, upholds integrity, is collaborative, and grows in the face of change. “MANTA is not just a mascot. MANTA is a symbol of the organisational culture we want to build, that every ASN has the opportunity to grow, learn, and give their best contribution to the organisation,” she said.
She concluded that the Talent Summit 2026 is not the end point of the HR management transformation within the DPD RI Secretariat General, but a strategic step to strengthen the commitment of all leaders to build organisational talent sustainably. “Building talent is not just the task of the Bureau for Organisation and Personnel. It is the responsibility of all leaders. The future of the organisation is not determined by who leads today, but by how well we prepare leaders for the future,” she concluded.
