The government has established traffic management schemes for the Lebaran 2026 homecoming period. These measures range from contraflow and one-way systems to odd-even number plate restrictions.

The regulations are set out in a Joint Decree on Road Traffic Management and Ferry Crossings During the Lebaran 2026/1447 H Homecoming and Return Period, issued by the Ministry of Transportation, the National Police Traffic Corps (Korlantas Polri), and the Ministry of Public Works to anticipate vehicle congestion during the Lebaran 2026 travel period.

“These traffic arrangements are nothing new. They need to be implemented to ease congestion and ensure smooth traffic flow so that all travellers can enjoy comfort and safety, with road safety as the top priority,” said Director General of Land Transportation Aan Suhanan in a statement on Monday (16 February 2026).

One-Way System

Homecoming Flow: Km 70 of the Jakarta-Cikampek Toll Road to Km 421 of the Semarang-Solo Toll Road, effective from 17 March 2026 at 12.00 WIB until 20 March 2026 at 24.00 WIB.

Return Flow: Km 421 of the Semarang-Solo Toll Road to Km 70 of the Jakarta-Cikampek Toll Road, effective from 23 March 2026 at 12.00 WIB until 29 March 2026 at 24.00 WIB.

Aan explained that during the homecoming one-way system, all toll gate entries heading towards Jakarta will be closed. Conversely, during the return flow, toll gates heading towards Semarang will be closed.

“Meanwhile, on the Cipali Toll Road, vehicles from the Cisumdawu Toll Road heading towards Jakarta during the homecoming period or towards Semarang during the return period may exit at the Cimalaka and Cisumdawu Jaya toll gates,” Aan explained.

During the homecoming flow, closure of entry points and clearing of lanes and rest areas from Km 421 of the Semarang-Solo Toll Road to Km 70 of the Jakarta-Cikampek Toll Road will take place on 17 March 2026 from 10.00 to 12.00 WIB. For the return flow, the same process will be carried out from Km 70 of the Jakarta-Cikampek Toll Road to Km 421 of the Semarang-Solo Toll Road on 23 March 2026 from 10.00 to 12.00 WIB.

“During the homecoming period, normalisation of traffic conditions and reopening of entry points from Km 421 B to Km 70 will take place on 21 March 2026 from 00.00 to 02.00 local time. During the return period, normalisation and reopening of entry points from Km 70 to Km 421 will take place on 30 March 2026 from 00.00 to 02.00 local time,” Aan said.

Homecoming Flow: Jakarta-Cikampek Toll Road Km 47 to Km 70, effective on: - 17 March 2026 at 14.00 WIB until 20 March 2026 at 24.00 WIB - 21 March 2026 from 12.00 to 20.00 WIB - 22 March 2026 from 09.00 to 18.00 WIB

Return Flow: - Jakarta-Cikampek Toll Road, effective from 23 March 2026 at 14.00 WIB until 29 March 2026 at 24.00 WIB - Jagorawi Toll Road Km 21 to Km 8, effective on 24 March 2026 from 14.00 to 19.00 WIB and 29 March 2026 from 14.00 to 19.00 WIB.

Odd-Even Number Plate System

The odd-even system will be enforced at two points: the Karawang Barat Toll Road Km 47 to Kalikangkung Km 414, and the Tangerang-Merak Toll Road Km 31 to Km 98 (both directions). The schedule is as follows: - Homecoming flow: 17 March 2026 at 14.00 WIB until 20 March 2026 at 24.00 WIB. - Return flow: 23 March 2026 at 00.00 WIB until 29 March 2026 at 24.00 WIB.

The odd-even system does not apply to a number of vehicle categories, including those of the President and Vice President; vehicles of the DPR, MPR, Supreme Court, Constitutional Court, and Judicial Commission; vehicles of ministers, leaders and foreign state guests; official vehicles of ministries/agencies, the National Police, and the Indonesian Armed Forces; fire engines and ambulances; public transport vehicles with yellow number plates; vehicles carrying persons with disabilities; toll road management vehicles; and goods vehicles that fall under the exemption categories.

“Should there be sudden changes in traffic flow, the police may implement operational management measures in accordance with the situation and conditions on the ground,” Aan said.
