Sweetened Beverage Excise Excluded from 2027 State Budget Draft, Says Purbaya

Jakarta - Minister of Finance Purbaya Yudhi Sadewa has confirmed that the government will not yet impose an excise duty on packaged sweetened beverages (MBDK) in 2027. He made the statement following a press conference at the Soekarno-Hatta Type C Customs and Excise Office on Thursday evening (13/8/2026). According to him, the policy has not been included in the state revenue calculations for the 2027 Draft State Revenue and Expenditure Budget (RAPBN). Nevertheless, Purbaya said that the formulation of regulations and inter-agency coordination regarding the MBDK policy is still ongoing. “It is still being discussed. No, it is not included in the 2027 RAPBN calculations,” Purbaya stated on Thursday evening (13/8/2026). The policy was previously cancelled for implementation this year. At that time, Purbaya said the decision was made after reviewing Indonesia’s economic conditions. “Indeed, we are not going to implement it yet. We will implement it when the economy is better than it is now,” he said. He promised that if domestic economic conditions improve and growth reaches 6%, he will go to the House of Representatives (DPR) to present the MBDK proposal. “For now, I think the public’s economic strength is not yet sufficient,” he explained. The MBDK excise was actually agreed upon by the Government and the DPR in the 2026 State Budget. The excise is intended to control sugar consumption for health reasons and to increase state revenue. In fact, the 2026 State Budget targeted MBDK excise revenue of Rp 7 trillion.
