Sutiyoso's policy on beggars

This newspaper reported in its Nov. 5 issue that Jakarta
Governor Sutiyoso has ordered the head of the Public Order Office
to arrest the organizers of some 3,000 beggars and tramps
planning to enter Jakarta.
The newspaper also quoted Sutiyoso as saying that he knew some
people were organizing the entry of these 3,000 beggars and
tramps and that he had ordered his men to arrest these organizers
because he believed that the people of Jakarta did not wish to
see an influx of beggars and tramps organized from outside
Jakarta.
The question is whether or not arrests have been made,
especially given that the governor said he knew who these
organizers were.
In reality, beggars and tramps have increased in number in
Jakarta, especially at traffic lights.
I recently saw a woman beggar carrying a disabled child at
Kota Railway Station. This could obviously make people think of
the exploitation of human beings. Perhaps readers could suggest
ways to end this way of earning money.
