Suspected Umrah Fraud Case in Central Jakarta Settled Through Restorative Justice

A viral case involving suspected umrah pilgrimage fraud, in which the alleged perpetrators were apprehended by local women in the Senen area of Central Jakarta, has been resolved amicably. Police confirmed the case was settled through restorative justice (RJ).

“That is correct. It has been handled by the Criminal Investigation Unit and resolved through RJ, with the reported parties repaying the umrah instalment funds to the complainants,” said Head of Criminal Investigation at the Central Jakarta Metropolitan Police, AKBP Roby Saputra, to reporters on Monday (16/2/2026).

Roby stated there were seven victims in the case. He said the reported parties, identified as JM and DL, showed good faith in returning all losses to the victims.

“During the case handling process, investigators conducted examinations of the complainants, victims, and reported parties, and facilitated meetings between all parties. From the mediation results, the reported parties demonstrated good faith by returning the majority of the victims’ losses,” he said.

Roby stated that JM and DL had returned Rp 58 million to the victims. He added that the remaining shortfall of Rp 6.5 million would be paid in instalments by JM and DL.

“The case was then agreed to be resolved through the RJ mechanism, with total losses amounting to Rp 64,500,000, of which Rp 58,000,000 has been returned and the remaining Rp 6,500,000 was agreed to be paid in instalments based on a written agreement,” he said.

Roby stated that all victims had withdrawn their police reports against JM and DL, and the case was declared closed.

“On the basis of this agreement, the victims withdrew their police reports, and the case was declared resolved through the Restorative Justice mechanism in accordance with applicable regulations,” he said.

In a viral video circulating on Monday (16/2), a crowd of residents could be seen stopping the suspected perpetrators’ red car. A number of residents then surrounded the vehicle. Shortly afterwards, the suspected umrah fraud perpetrators were taken into custody using a police 110 service vehicle.

The video narrated that victims had been depositing money since April 2025 with the promise of umrah departure in January 2026. However, the victims had not been sent on the pilgrimage to date.
