Surya Paloh on Parliamentary Threshold: Currently Being Deliberated
NasDem Party chairman Surya Paloh has said his party’s faction in the House of Representatives (DPR) is currently deliberating the parliamentary threshold value.
Paloh made the remarks after the send-off of the NasDem Java Island Safari Team at NasDem Tower in Central Jakarta on Saturday (21 February).
“It is being deliberated by our colleagues in the DPR, the DPR faction, naturally together with Commission II. I am leaving it to them first to work on it together with the leaders of other factions,” Paloh said.
Paloh signalled that NasDem would remain consistent with its longstanding proposal for a threshold of seven per cent. He said NasDem wished to simplify the multi-party system into a selected party arrangement.
“NasDem honestly believes that if we could shift from a multi-party system to a selected party system, it would be far more effective for implementing the benefits of the democratic freedoms we possess. So it is something worth reflecting upon,” Paloh said.
The parliamentary threshold is regulated through the Election Law. This year, the amendment to the law has been included in the 2026 national legislation programme (prolegnas) for deliberation by House Commission II.
Nevertheless, the Constitutional Court (MK) had previously called for the four per cent parliamentary threshold to be reviewed through its Decision Number 116/PUU-XXI/2023.
The Court ruled that the parliamentary threshold may remain in force provided the DPR and the government set the figure based on adequate study. The ruling is final and binding, meaning the DPR and the government are obliged to revise the Election Law.
