The memorandum of understanding between the Indonesian government and the Free Aceh Movement (GAM) contains three conditions: The granting of amnesty, withdrawal of Indonesian Military (TNI) troops and surrender of all weapons by GAM.
The government and the TNI are apparently carrying out the first two conditions. But the government's goodwill has received no cooperative response yet from GAM's military wing, which has thousands of firearms.
By the time GAM surrenders its weapons on Sept. 15, GAM should be communicating the contents of the MOU to its members and instructing them to gather all firearms for delivery to the Aceh Monitoring Mission.
Any attempt to keep the weapons or deliver assembled ones instead of standard military firearms would be unfair and could finally disturb the process of achieving peace.
