Surabaya Targets Rp 42 Trillion in Investment for 2025
Surabaya — The Surabaya city government is targeting investment in 2025 to reach Rp 42 trillion. The Hero City is considered a primary pillar of investment at both the East Java and national levels.
"With these opportunities, it is hoped that more investors can be attracted to invest in priority sectors such as the green economy, tourism, creative industries and logistics," said Acting Head of Surabaya's Investment and One-Stop Integrated Services Agency (DPMPTSP), Laksidi, on Thursday (24/7/2025).
Laksidi expressed hope that incoming investment would create new employment opportunities for the public. The regional legislature (DPRD) is also expected to support various strategic measures, ranging from simplifying regional regulations, drafting a Mayoral Regulation on the General Investment Plan (RUPM), budgeting for human resource strengthening, and improving investment service technology going forward.
According to data from the official One Data website of the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM), the number of investors in Surabaya continues to rise. This is evident from the fourth quarter of 2024 through to the first quarter of 2025, during which investment in Surabaya increased from Rp 6.53 trillion to Rp 7.71 trillion, a rise of 16.8 per cent, with 119,603 new business operators.
"Of these 119,603 new business operators, on average they are active in the five largest sectors," he said.
The new business operators are dominated by five sectors: wholesale and retail trade, manufacturing, accommodation and food and beverage services, leasing and non-optional rental services, and construction.
"These business sectors are spread across five areas of Surabaya, including the East Surabaya area in Tambaksari sub-district, the West Surabaya area in Sawahan sub-district, the South Surabaya area in Wonokromo sub-district, the Kenjeran Surabaya area in Kenjeran sub-district, and the Central Surabaya area in Gubeng sub-district," he concluded.
