Supreme Court requests additional Rp10.3 trillion budget for 2027
The Supreme Court (MA) has proposed an additional budget of Rp10.303 trillion for 2027, beyond its indicative ceiling of Rp16.959 trillion, to meet the operational needs of the judiciary and implement priority programmes.
“Although we have received an indicative ceiling of Rp16.959 trillion, the MA’s actual needs are far greater. Based on the budget requirement calculation for 2027, the MA still requires an additional Rp10.303 trillion,” said MA Secretary Sugiyanto during a working meeting with House of Representatives Commission III in Jakarta on Monday.
Sugiyanto explained that the indicative ceiling of Rp16.959 trillion for 2027 consists of a management support programme amounting to Rp16.78 trillion and a law enforcement and legal services programme of Rp176.42 billion. He noted that most of this budget is used to meet the basic operational needs of judicial administration, particularly personnel expenditure and the operational costs of work units.
“This condition shows that the fiscal space available for developing facilities and infrastructure, digital transformation, improving public services, constructing official residences for judges, and meeting judicial infrastructure needs remains very limited,” he said.
Therefore, the MA is proposing an additional budget of Rp10,303,767,509,000, allocated as follows: Rp3.872 trillion for personnel expenditure, Rp821.595 billion for operational expenditure, Rp328.474 billion for non-operational expenditure, and Rp5.280 trillion for capital expenditure.
“This additional budget is essential to maintain the continuity of judicial operations, improve the quality of services for justice seekers, and support the implementation of the MA’s priority programmes in 2027,” he stated.
In 2027, the MA remains committed to supporting the national development agenda through a number of priority programmes. Within the general courts, these include legal aid post services, court sessions held outside courthouses, exemption from case fees, and capacity building for personnel handling cases involving women in conflict with the law. In the religious courts, priority programmes cover legal aid posts, court sessions outside courthouses, integrated sessions, case fee exemptions, and marriage confirmation hearings abroad.
Meanwhile, the MA’s Strategy, Policy, and Legal and Judicial Education and Training Agency is prioritising the enhancement of judges’ capacity and the formulation of integrated education and training curriculum guidelines for judges. In the military and administrative courts, the focus is directed at legal aid and holding sessions outside court buildings to improve public access to legal services. The Administrative Affairs Bureau will support the drafting of various judicial guidelines, the development of case management systems, institutional strengthening of the MA, and the preparation of workload analyses for judges and judicial technical staff.
At the conclusion of the meeting, House of Representatives Commission III stated it would fight for the proposed additional budget, projecting the MA’s budget ceiling for 2027 to become Rp27.263 trillion.
