Supporting KDM's Bounty Contest Idea, Ono Surono Highlights the Importance of Strengthening the Security System
REPUBLIKA.CO.ID, BANDUNG — Ono Surono, Deputy Speaker of the West Java Regional House of Representatives (DPRD), has commended the move by West Java Governor Dedi Mulyadi (KDM) to involve the public in efforts to eradicate moped robbery (begal) and motorcycle theft (curanmor) through a prize competition scheme. According to him, public involvement forms part of building a security system that engages every element of society.
Nevertheless, Ono believes tackling crime cannot rely on a competition alone. The government, he said, needs to build a more comprehensive system that addresses the factors driving the rise in crime.
“On the one hand, this policy invites the public to play an active role in maintaining security. This aligns with the spirit of a universal security system. Beyond law enforcement, the public is also involved, and that is very good,” said Ono on Saturday (25/7/2026).
The Chair of the PDI Perjuangan West Java Provincial Council also called on communities to revive the tradition of gotong royong (mutual assistance) through night patrols or neighbourhood security schemes (siskamling) as a preventive measure in their own localities.
According to Ono, the rise in motorcycle theft cases cannot be separated from the economic pressures facing the public. He cited national data showing that curanmor cases increased by around 11.7 per cent, while at the same time the number of people taking out online loans rose by as much as 28 per cent.
“These conditions show that people’s economic circumstances are not well. Widespread layoffs, inflation and the difficulty of finding work have the potential to drive an increase in criminal acts, including motorcycle theft,” he said.
Beyond strengthening public participation, Ono urged the government to provide a fast, easy and responsive reporting system. In his view, the public must have easy access to report every criminal incident through various communication channels.
He also asked law enforcement to optimise personnel deployment in areas that have long been crime hotspots so that prevention and enforcement can run more effectively.
In the long term, Ono believes strengthening the people’s economy must form part of the strategy to bring down crime figures. The government, he said, needs to continue promoting the growth of micro, small and medium enterprises (UMKM), expanding job opportunities, maintaining the stability of staple goods prices, and working to prevent layoffs.
In addition, social safety net programmes need to be reinforced down to the level of neighbourhood units (RT and RW), villages and urban wards. Guidance for the younger generation through positive activities suited to their interests and talents is also considered important to keep them away from crime.
Ono stressed that the competition is merely one instrument in eradicating crime. Therefore, the government needs to build a comprehensive security system so that efforts to reduce moped robbery and motorcycle theft can proceed more effectively.
“Overall, a comprehensive system must be built. We hope the West Java Provincial Government will continue to drive the realisation of such a system,” said Ono.
