Supersemar scholarship

Education has become very expensive lately. It is only
natural, therefore, that poor university students with a good
grades should receive scholarships. It is for this purpose that a
"Supersemar" scholarship has come into being.

Unfortunately, recipients of the scholarship receive the money
very late. The money for the period covering April 2002 to March
2003, for example, was half paid in September 2002. In other
cases, half the money was obtained as late as February 2003.

As one of the recipients of this scholarship, I have contacted
various relevant parties at my university to no avail. They have
all advised me just to wait and wait. Where else must I go to
lodge this complaint? Where has our money gone to, then?
