Sumatra Speeds Up Permanent Housing Construction, 25,606 Units Targeted by 2027

The government is accelerating the construction of permanent housing (huntap) for victims of hydrometeorological disasters in Aceh, North Sumatra, and West Sumatra. The Ministry of Housing and Settlement Areas (PKP) has set a target to complete 25,606 units of centralised relocation housing within two years, specifically 2026 and 2027. The acceleration was disclosed by a PKP representative during the Coordination Meeting for the Acceleration of Permanent Housing Construction at the Ministry of Home Affairs on Monday, 6 July 2026. The meeting was chaired by Brigadier General TNI Andre Julian, Deputy Data I of the National Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) Sumatra. A PKP Ministry representative explained that the construction of centralised relocation housing refers to the results of the Post-Disaster Needs Assessment (JITUPASNA) and the Post-Disaster Rehabilitation and Reconstruction Plan (R3P). “Of the total requirement of 25,606 units, 7,952 units are targeted to begin construction in 2026,” the representative stated. To meet the target, the PKP Ministry is accelerating the procurement process for supervisory and construction consultants, while also implementing earthquake-resistant housing technology known as the Simple Healthy Instant House (RISHA) and Precision Interlocking Bricks (BIP). “We have also conducted surveys at 60 locations covering 207.39 hectares spread across eight regencies/cities in Aceh, two regencies in North Sumatra, and six regencies/cities in West Sumatra,” the PKP representative said. In addition to government-funded construction, the acceleration is being reinforced through support from various partners. The Buddhist Tzu Chi Foundation, for example, has committed to building 2,603 permanent housing units, comprising 1,000 units in Aceh, 1,103 units in North Sumatra, and 500 units in West Sumatra. All construction under the corporate social responsibility (CSR) scheme will be coordinated by the PKP Ministry to ensure integrated implementation. During the meeting, the PKP Ministry also requested that Statistics Indonesia (BPS) ensure that the by-name, by-address (BNBA) data has been validated before determining aid recipients. This step is considered crucial to ensure the housing construction is precisely targeted and aligned with the post-disaster rehabilitation and reconstruction process. Concluding the meeting, Brigadier General TNI Andre Julian stressed that accelerating the construction of permanent housing requires close coordination among ministries and agencies, from land provision and beneficiary data validation to construction execution. “Therefore, regular monitoring, supervision, assistance, and evaluation will continue to be carried out to ensure all programmes proceed according to the completion target in 2027,” Andre stated.
