Sumatra Recovery Accelerated as 2026 Supplementary Budgets Disbursed
The Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) for Sumatra is urging ministries and agencies that have received supplementary budget (ABT) allocations for the 2026 fiscal year to focus on accelerating permanent recovery programmes in Aceh, North Sumatra, and West Sumatra.
Director General of Budget at the Ministry of Finance, Sudarto, confirmed that most key ministries and agencies have obtained budget approval, enabling implementation to begin immediately. He called on all recipients to expedite the procurement of goods and services, contract signing, and activity execution while upholding sound state financial governance.
“Ministries and agencies that have received budget allocations must immediately carry out procurement, sign contracts, and implement activities without delay. All stages must be conducted in an orderly administrative manner, in accordance with regulations, and guided by the agreed Master Plan,” Sudarto stated, as quoted from an article by the Ministry of Home Affairs Information Centre on Friday (10/7/2026).
To date, seven ministries and agencies have received the supplementary budget: Statistics Indonesia (BPS), the Ministry of Public Works, the Ministry of Transportation, the Ministry of Social Affairs, the Ministry of Health, the Ministry of Housing and Settlement Areas, and the Ministry of Basic and Secondary Education. Budget submissions for other ministries and agencies are still being processed according to applicable mechanisms.
Under the Master Plan for Post-Disaster Rehabilitation and Reconstruction in Sumatra 2026-2028, the government has prepared 11,520 activities to be carried out collaboratively by 33 ministries and agencies together with affected regional governments, supported by a total budget of Rp100.17 trillion.
Head of the National Command Post for the Sumatra PRR Task Force, Inspector General Wahyu Bintono Hari Bawono, stressed that the current phase is the implementation of the 2026-2028 Master Plan. He urged all ministries and agencies to prioritise the execution of activities that have received budgetary support so that the recovery process can proceed more rapidly and measurably.
According to Wahyu, accelerating budget realisation is not merely about meeting absorption targets but represents a concrete step to speed up the restoration of community life. He emphasised that every rupiah must be directed towards programmes that deliver direct and sustainable benefits, ranging from the provision of permanent housing and the restoration of basic infrastructure to public services.
“Please ensure that the use of this budget delivers real benefits and impact to the community. Because on the ground, our brothers and sisters are still living in poor conditions. Many remain in temporary shelters, and a lot of infrastructure, particularly bridges, is still heavily damaged, along with other situations that require concrete recovery measures,” Wahyu said.
Deputy for Regional Development at the Ministry of National Development Planning, Medrilzam, requested that all ministries and agencies maintain consistency in programme implementation according to the agreed documents and avoid substantial changes during the 2026 fiscal year.
“All ministries and agencies should prioritise the implementation of approved activities so that the benefits of the programmes can be felt by the community immediately. If there are proposed changes to locations, types of activities, or outputs, discussions must first be held with Bappenas through the monitoring, evaluation, and revision mechanism of the Master Plan,” Medrilzam stated.
