Subsidised Mortgages Expanded, Targeting Industrial Estate Workers
To reduce the housing ownership gap (housing backlog) within the industrial sector, BP Tapera has officially partnered with business actors and industrial estate managers. This synergy focuses on providing subsidised Mortgage (KPR) facilities specifically targeting workers in manufacturing zones and strategic industrial centres.
JAKARTA — The Management Agency for Public Housing Savings (BP Tapera) is encouraging strategic collaboration with industrial estate managers, developers, banks, and investors to accelerate the provision of decent housing for workers. This was announced during the ATTEC Global Investment Forum, part of the Jakarta International Investment, Trade, Tourism, and SMEs Expo (JITEX) 2026 at the JIEXPO Convention Centre, Kemayoran, Jakarta.
The event, organised by the Asian Trade, Tourism and Economics Council (ATTEC) alongside the Indonesian Retailers and Shopping Centre Tenants Association (HIPPINDO), serves as a strategic forum bringing together the government, the business world, and various stakeholders to discuss trade opportunities, investment, and the development of Indonesia’s economic ecosystem.
In his address, the Minister of Trade of the Republic of Indonesia, Budi Santoso, stated that the international trade cooperation established by Indonesia is not only oriented towards increasing exports but also serves as a gateway for investment.
“We have many trade agreements. These agreements do not only facilitate trade, but also facilitate investment. When we have many export opportunities and access to various countries, investment will naturally follow, especially export-oriented investment,” said Budi Santoso.
Budihardjo Iduansjah added that investment in economic and industrial zones requires more than just the construction of factories and infrastructure; it also necessitates human resource support and supporting facilities, including the provision of housing for workers.
During the discussion session, the Deputy Commissioner for Fund Utilisation at BP Tapera, Sid Herdi Kusuma, presented information regarding BP Tapera’s housing finance schemes and opportunities for collaboration to support worker housing in industrial areas.
Sid Herdi Kusuma explained that the development of industrial estates will be accompanied by an increase in labour demand. Therefore, worker welfare, including access to home ownership, is a crucial aspect that must be addressed.
“In our view, every industrial estate requires competent human resources. Because the absorption of employees and the need for workers will continue to increase alongside the development of industrial zones,” said Sid Herdi Kusuma.
He noted that one form of welfare workers hope for is owning their own home. Through housing finance programmes, BP Tapera is present to assist the community, particularly workers in industrial zones, in gaining access to decent housing.
“One of the forms of welfare that workers always hope for is owning a home. This is where BP Tapera steps in. We want to collaborate strategically and in a planned manner to support these industrial zones with housing development,” expressed Sid Herdi Kusuma.
To support the distribution of financing, BP Tapera is working with 43 banking partners ready to distribute subsidised mortgages. Based on BP Tapera’s realisation data, as of September 2026, the distribution of the FLPP (Housing Financing Liquidity Facility) subsidised mortgage has reached approximately 153,161 housing units, with a financing value of around Rp19.1 trillion.
Sid Herdi Kusuma explained that subsidised mortgages offer several advantages for the public, including low down payments and fixed interest rates until the credit is settled.
“Through this programme, the down payment is only 1 per cent. The interest rate is 5 per cent, and this remains unchanged until the mortgage is paid in full and the house becomes yours,” he explained.
Furthermore, the subsidised mortgage programme provides financing tenures of up to 40 years, allowing the public to obtain more affordable monthly instalments.
BP Tapera also provides various other supports in the subsidised mortgage programme, such as down payment assistance of up to Rp4 million, VAT exemptions, and insurance premium support from banks. In addition to landed houses, BP Tapera is also developing subsidised low-cost apartment (rusun) mortgage schemes for those who wish to live closer to their workplaces in urban areas.
Through the ATTEC Global Investment Forum, BP Tapera hopes to establish more cooperation with investors, developers, and industrial estate managers to create an integrated worker housing ecosystem.
“This is what we always communicate to the community, especially labourers, so that this improves welfare, health, and ultimately leads to wealth creation for every individual,” concluded Sid Herdi Kusuma.
