Subsidised Fuel Consumption Soars for Pertalite and Diesel, Here's the Latest Data
Jakarta, CNBC Indonesia — The Downstream Oil and Gas Regulatory Agency (BPH Migas) has recorded that distribution of subsidised Solar diesel had reached 50.85% of this year’s total quota by 30 June 2026. The surge in consumption was observed after the price of non-subsidised diesel rose in June 2026.
BPH Migas Head Wahyudi Anas detailed that the realisation of subsidised Solar distribution had reached 9.48 million kilolitres out of the total quota set by the government of 18.64 million kilolitres for 2026.
“For the distribution of diesel oil, the realisation has reached 9.48 million KL, or in other words 50.85% of the quota set by the government of 18.64 million KL has been distributed,” he said during a hearing (RDP) with Commission XII of the House of Representatives (DPR RI) in Jakarta, quoted on Friday (17/7/2026).
In addition to diesel, consumption of Special Assignment Fuel (JBKP), or Pertalite, as of 30 June 2026 has also shown an upward trend. Pertalite distribution was recorded at 13.96 million KL, equivalent to 47.68% of the total state budget (APBN) quota set at 29.27 million KL.
“Meanwhile for JBKP of the Pertalite RON 90 type, distribution realisation has reached 13.96 million KL, equivalent to 47.68% of the quota set in the APBN of 29.27 million KL,” he explained.
The rise in consumption has been triggered by price adjustments on general fuel types such as Pertamax and the Dex Series. This situation is seen as increasing the burden of subsidised fuel distribution in recent weeks.
“The increase at present is indeed in the Solar sector, following price rises for general fuels such as the Dex Series and then Pertamax and others. People who previously used non-subsidised fuel are tending to switch to subsidised fuel,” he continued.
To anticipate the quota running thin, BPH Migas is strengthening supervisory cooperation with provincial governments through 25 cooperation agreements (PKS). The agency has also blocked hundreds of thousands of digital identities suspected of misuse in order to safeguard stock until the end of the year.
“We continue to optimise so that subsidised fuel distribution is on target; we have blocked almost 307,107 QR codes. And this is continuously moving and rising because of QR codes produced illegally,” he said.
In line with this, PT Pertamina Patra Niaga recorded that subsidised Pertalite now dominates up to 80% of total national gasoline consumption.
The surge is believed to be the effect of consumers migrating from non-subsidised fuel to subsidised Pertalite.
Pertamina Patra Niaga Retail Marketing Director Eko Ricky Susanto explained that the shift towards subsidised fuel has triggered a surge in Pertalite demand across various regions, prompting the company to make adjustments to maintain stock availability at petrol stations.
“In terms of composition, during the January-May period, JBKP Pertalite accounted for around 75% of the mix; it has now shifted to 80%. So nearly 5% of the gasoline fuel composition has shifted to PSO fuel,” he said during a hearing with Commission XII of the DPR RI in Jakarta, quoted on Friday (17/7/2026).
Pertamina recorded that public demand for the Pertamax Series has declined compared to the beginning of the year, in proportion to the increased use of Pertalite.
“The impact is that general fuel products, particularly the Pertamax series, have fallen by almost 18% compared to the previous period,” he said.
