Construction of a submarine dock at PT PAL Indonesia in Surabaya is reported to be nearly complete, with progress reaching 92 per cent. The project is being undertaken by a state-owned enterprise contractor.

PT PAL Indonesia’s management stated that construction of the submarine dock is currently proceeding according to the schedule communicated in previous official announcements. The dock will facilitate the construction of Scorpene submarines, to be carried out by technicians from Naval Group and PT PAL.

“Aligned with our commitment to strengthening national defence capabilities, construction of the submarine dock facility at PT PAL continues to be accelerated. All work processes follow established standards and prioritise quality and safety to ensure submarines built by our engineers are ready for operation,” the management said in a statement to Republika in Jakarta on Monday, 16 March 2026.

PT PAL assured the public that progress on the submarine dock construction will be regularly updated. “We ensure that every stage proceeds transparently and according to the established schedule,” management said.

Construction of the Scorpene submarine has already reached the first steel-cutting phase. The initial steel cutting in December 2025 constituted the steel-cutting qualification section, an important phase in the production training sequence for the Scorpene Evolved submarine programme.

“The qualification section is designed as a practical test of PT PAL engineers’ capabilities to ensure readiness for independent submarine production operations,” management explained.
