Stung by National Nutrition Agency's Electric Motorcycle Procurement

A construction worker wipes sweat from his face while continuing to paint one side of the electric motorcycle factory building for Emmo on Jalan Olympic Raya, Block B7, Sentul, Bogor. Several sides of the building are starting to look neat, but others remain messy. Two local residents whom detikX met said the factory had only been operating for a week.

“Previously, the building was empty,” said Rahmat, not his real name, on Thursday, 16 April 2026.

This two-storey building is occupied by PT Adlas Sarana Elektrik (Emmo), a subsidiary of PT Yasa Artha Trimanunggal, the winner of the tender for electric motorcycle procurement by the National Nutrition Agency (BGN). PT Yasa Artha Trimanunggal holds the majority shares in Emmo with 6,006 shares worth Rp 6,006,000,000. Other shareholders include Abdullah Alwi with 3,003 shares worth Rp 3,003,000,000 and Gunanjar Barokah with 1,001 shares worth Rp 1,001,000,000. Alwi serves as the president director and Gunanjar as a director of PT Adlas Sarana Elektrik.

Two local residents said that when it first started operating, PT Adlas Sarana Elektrik was guarded by several members of the Indonesian National Armed Forces (TNI). detikX attempted to enter the building to seek clarification regarding the guarding and the company’s readiness for the BGN electric motorcycle procurement. However, a company employee said the company leaders were not present.

While detikX was talking to this employee, a luxury black car entered the warehouse area. We managed to photograph the car, but a young man forced the detikX reporter to delete the photo.

Inside and outside the PT Adlas Sarana Elektrik warehouse, Emmo JVX GT and Emmo JVH Max electric motorcycles ordered by BGN are lined up. The number is suspected to be in the hundreds. In addition, this warehouse is considered the head office location on their official website.

Besides the warehouse in Sentul, PT Adlas Sarana Elektrik also stores electric vehicles ordered by BGN on Jalan Bioskop Atom, Karang Asem Timur, Citeureup, Bogor Regency. detikX obtained this address because, in the List of Inventories of Goods/Services of Domestic Production (PDN) from the Ministry of Industry, PT Adlas Sarana Elektrik is also registered there. However, when visited by detikX, no electric vehicles were visible from the outside. Only a few three-wheeled vehicles from the Merah Putih Village Cooperative procurement were seen.

According to the security officer at the Citeureup building area, no company leaders from PT Adlas Sarana Elektrik came to the office that day. Only two employees were assigned to guard the location claimed to be the storage place for BGN electric motorcycles.

“Rented from PT Kaisar (Kaisar Motorindo Industri) since Eid al-Fitr (March 2026),” said the security officer to the detikX reporter.

Hundreds of National Nutrition Agency electric vehicle orders at one of PT Adlas Sarana Elektrik (Emmo) warehouses, JVX GT and JVH Max models on Jalan Olympic Raya, Block B7, Sentul, Bogor, Thursday (16/4/2026). It is suspected that the warehouse was not sufficient, so the vehicles were stored outside the building.

PT Adlas Sarana Elektrik became the sole supplier of Emmo JVX GT and Emmo JVH Max electric bicycles because its parent company won the BGN tender. The tender was opened several times by BGN, the last on 14 October 2025. The commitment-making official for the procurement was Budi Utomo. detikX obtained confirmation of this from BGN Head Dadan Hindayana and his staff. Budi also works as the Secretary of the Deputy for Provision and Distribution at BGN. Budi is suspected to be an active mid-level TNI Army officer with the rank of colonel cpl.

From Tinbot to Emmo

JVX GT and JVH Max are brands rebranded or relabelled with the Emmo addition by PT Adlas Sarana Elektrik. The company also affixed BGN stickers. However, the original Emmo JVX GT brand is Tinbot or Kollter ES1 Pro-M. These motorcycles are produced by a Chinese manufacturing company, Jiangsu Keyroad Transportation Technology Co Ltd. This was confirmed by BGN Head Dadan Hindayana.

“This motorcycle has other brands in Europe, similar but with different brands. In Europe, it’s called Tinbot. In Europe and Canada, it’s the same type,” said Dadan while rechecking the motorcycle brand on his phone screen when met by detikX.

PT Adlas Sarana Elektrik only obtained its AHU decree from the Ministry of Law and Human Rights of the Republic of Indonesia on 5 August 2025. Then, on 22 August 2025, Abdullah Alwi and Gunanjar Barokah registered the Emmo JVX GT brand with the Directorate General of Intellectual Property (DJKI). To date, it is suspected that its status at DJKI is still in Substantive Examination Stage 1, with no final decision yet on acceptance or rejection. At the end of September 2025, PT Adlas Sarana Elektrik released its first two products (JVX GT and JVH Max) via its official Instagram @emmo.mobility.

The two products mentioned by Dadan, which are marketed in Europe, will be forced to operate in tropical Indonesia. However, to date, Emmo or PT Adlas Sarana Elektrik has no official dealers or service centres.

On its official website, they list the showroom or display room and service location at Jalan Raya Daan Mogot No 345, Jelambar Village, Grogol Petamburan, West Jakarta. When detikX visited, the location appeared like an empty building.

Inside, only a large new Emmo sign was visible. Behind the Emmo sign, there was a warehouse area covered with rusty corrugated iron. The entrance to the display room was also closed with rusty corrugated iron.

Meanwhile, the parent company’s office, PT Yasa Artha Trimanunggal, in the Grogol area also appeared quiet. Its location is in a densely populated residential area on Jalan Indraloka II, Wijaya Kusuma, Grogol Petamburan, West Jakarta. The tender-winning company’s office for BGN electric motorcycles consists of two houses. Both appear like luxurious houses that stand out among the other houses on the right and left sides.
