Strong Financing Interest as 34 Financial Institutions Join Danantara’s PSEL Lenders Panel
JAKARTA — Danantara Indonesia, through PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), has appointed 34 financial institutions to a lenders panel for the Waste-to-Energy (PSEL) programme. The panel could expand as the projects develop and financing needs evolve.
The lenders panel comprises prospective lenders and financing partners established to support the financing pipeline for PSEL projects developed by DIM through Denera, in carrying out the mandate set out in Presidential Regulation No. 109 of 2025. Through the panel, DIM and Denera assess financial institutions’ interest and financing capacity, both at portfolio level and for individual projects, before formal financing processes begin.
This information will inform discussions on suitable funding structures, including loan types and tenors, non-cash facilities and other financing solutions. One of the main outcomes of establishing the panel is indicative financing interest amounting to more than three times the programme’s estimated debt requirement.
The figure reflects strong interest from domestic and international financial institutions in financing opportunities under the PSEL programme. Indicative amounts represent an initial assessment of interest and funding capacity. Any financing proposal will still be subject to evaluation and credit approval in accordance with applicable rules.
DIM Managing Director of Investment Stefanus Ade Hadiwidjaja said appointing 34 financial institutions to the lenders panel was an important milestone in preparing financing for the PSEL programme.
“Indicative financing interest of more than three times the estimated debt requirement demonstrates the significant potential support from the financing market. Through this panel, we can map prospective lenders’ capacity and interest and explore funding structures suited to each project’s needs,” Stefanus said.
The 34 members appointed to date include international project-finance institutions with cross-border experience, multilateral development banks, bilateral development finance institutions, infrastructure finance institutions and climate-fund managers. The panel also includes major domestic banks, including state-owned banks under Himbara and national private commercial banks, as well as international banks operating in Indonesia and Islamic banks.
Denera Chief Financial Officer M. Ramadhan Harahap thanked the financial institutions selected for the lenders panel and said he hoped the collaboration would help ensure smooth preparations for financing PSEL projects.
“We appreciate the participation and trust of the financial institutions that have joined Denera’s PSEL lenders panel. We hope to build this collaboration successfully and establish a foundation for productive cooperation in supporting the development of our PSEL projects,” Ramadhan said.
