JAKARTA - The government’s plan to convert up to 120 million petrol-fuelled motorcycles to electric motorcycles is seen as facing various challenges. One issue that has resurfaced is the number of certified conversion workshops. Licensing aspects are considered one of the main obstacles for a workshop to become certified. Abdul from Dolland Motor Electric stated that the main challenge is not technical, but rather the administrative and licensing process. “So, in terms of mechanic certification, I already have certification from the Ministry of Manpower. I myself also have a certificate to convert petrol motorcycles to electric motorcycles. However, my own workshop cannot yet, so I have to collaborate or ‘borrow’ from other workshops, usually with BRT,” he said. Abdul explained that many people still do not understand that mechanic certification and workshop certification are two different things. This means not all workshops can directly participate in the conversion programme. This situation poses a particular challenge, especially if the government wants to meet large-scale conversion targets. He explained that to become a type A conversion workshop, there are several strict requirements that must be met, from complete testing equipment to occupational safety standards. “Meanwhile, a type A workshop must have various testing tools, including complete safety devices. There is safety testing and various other mandatory equipment,” he said. “So, if I’m not mistaken, there must be two mechanics who are basically electronics experts and fully understand electric vehicles, then the tools must be complete, and safety equipment must be present,” he added. Converted motorcycles must also have a Vehicle Type Approval Certificate (SUT) and Motorised Vehicle Type Test Certification (SRUT). If these requirements are met, the workshop will then be inspected and issued a Conversion Workshop certificate.
