Strengthening the Role of Satpol PP: Secretary General of Ministry of Home Affairs Emphasises Humanist Public Service

Jakarta, CNBC Indonesia - The Secretary General of the Ministry of Home Affairs, Tomsi Tohir, is urging the Civil Service Police Unit (Satpol PP) to transform into a humanist public service. According to him, the quality of interaction between Satpol PP and the community will shape public perception of the government’s overall performance; therefore, an approach prioritising empathy and service must be continuously strengthened.

“If the display is good, people will see the shop as good, but if the display is poor, the community will immediately label the shop as bad,” he stated, as reported on Friday (3/7/2026).

Tomsi explained that increasing the capacity of personnel is an urgent necessity, given that Satpol PP members come from diverse backgrounds, including honorary workers, Government Employees with Work Agreements (PPPK), and Civil Servants (ASN). Consequently, training is required to standardise competence, strengthen understanding of operational procedures, and build a professional and empathetic service culture in every task execution.

In addition to enhancing competence, he also encouraged Satpol PP to introduce various service innovations that provide direct benefits to the public. In his view, the role of Satpol PP should not be perceived solely as the enforcement of Regional Regulations, but should also be present through social actions, such as assisting children in crossing roads, supporting the distribution of humanitarian aid, and other services that strengthen ties with citizens.

“Start being creative and having new ideas to develop your work,” he asserted.

Furthermore, Tomsi invited regional Satpol PP leaders to act as role models in driving organisational culture change. He hopes that the transformation built through training can be applied consistently so that Satpol PP becomes increasingly professional, trusted, and loved by the community.

“I hope that the presence here truly brings change and convinces your respective regional heads that the Minister’s commitment is to make Satpol PP a Civil Service Police Unit that is loved by the people,” he concluded.

For information, the Ministry of Home Affairs is organising a Technical Guidance Training of Trainers (ToT) for members of the Civil Service Police Unit and Community Protection at the PT JISS Training Centre, Gunung Putri, Bogor Regency, West Java. The event was also attended by the Director General of Regional Autonomy, Cheka Virgowansyah; Deputy for Border Area Infrastructure Management of BNPP, Major General TNI Edi Nurhabad; Executive Advisor of PT JISS, Ari Yusuf Amir; President Director of PT JISS, Brigadier General TNI (Ret.) M. Gultan; the board of directors of PT JISS; and participants of the Satpol PP and Linmas ToT from various regions.
