Strengthening the Character and Resilience of State Apparatus
In early June, the government officially concluded the basic military training programme, an intensive preparatory course for the reserve component, for the first wave of civil servants. This programme is not merely physical training, but a strategic effort to shape the character of a disciplined, resilient, and high-integrity apparatus in delivering public service. In the first wave of 2026, a total of 1,758 civil servants from 49 ministries and agencies successfully completed the training. The reserve component participants were shaped to possess a spirit of national defence, loyalty, and high professionalism. By involving civil servants in the reserve component, the aspect of national defence does not rely solely on combat strength, but also on the resilience of the bureaucracy as the backbone of the state.
