Strengthening Kompolnas Deemed Important, Government Explains Why

Jakarta, VIVA – Deputy Minister of Law and Human Rights, Imipas Otto Hasibuan, affirmed the importance of strengthening the National Police Commission (Kompolnas) as part of police reform to enhance professionalism, accountability, and public trust in law enforcement.
In his capacity as a member of the Police Reform Acceleration Commission (KPRP), he explained that one of the main recommendations of the KPRP includes expanding the authority of Kompolnas as an external oversight body for the police.
“This strengthening includes the authority to issue binding decisions, conduct investigations, and oversee the enforcement of the police code of ethics,” said Otto when confirmed in Jakarta, Friday, 15 May 2026.
Thus, he said, the police will remain under the president, but external oversight must be strengthened.
Therefore, he said, Kompolnas needs to have more effective authority so that oversight of the police institution can function optimally.
Otto revealed that the KPRP has prepared various strategic recommendations to support the transformation of the police to be more professional, transparent, and responsive to the needs of the community.
According to him, the process of preparing recommendations was carried out openly by involving input from around 87 elements of society.
The openness of the police in providing data and information is also considered to have accelerated the discussion and decision-making process.
“We received a lot of input from the public and the police were also open in conveying various existing problems. That made the discussion process more objective and constructive,” he said.
He also said that the KPRP recommended changes to around 32 regulations, consisting of eight Police Regulations related to internal governance and 24 Chief of Police Regulations that regulate the technical procedural aspects of the police.
The Deputy Minister said that President Prabowo Subianto supports the implementation of the police reform recommendations, including the plan to issue a Presidential Regulation (Perpres) which orders the implementation of these recommendations in their entirety.
He believes that police reform must begin with strengthening the recruitment system, oversight, and institutional governance, so that there is no room for deviations or interventions that can affect the independence of the institution.
“In essence, the police need strong rules, an effective oversight system, and a change in institutional paradigm so that it can become a professional, modern law enforcement institution that is increasingly trusted by the public,” said Otto. (Ant)
