Strengthening Investor Confidence: West Java Provincial Government and PT PII Sign Guarantee Agreement for Legok Nangka Waste Project
The West Java Provincial Government, through PT Jabar Environmental Solutions (JES), has signed a guarantee agreement with PT Penjaminan Infrastruktur Indonesia (Persero), known as PT PII, regarding the Legok Nangka Regional Waste Processing and Final Disposal Site (TPPASR) project. The guarantee from PT PII is expected to increase investor confidence in environmental sector infrastructure projects, which often involve high technical and financial complexity.
The Acting President Director of PT PII, Andre Permana, stated that the guarantee provided by PT PII is a strategic step to enhance investment certainty and strengthen bankability, thereby attracting private sector participation in sustainable waste management infrastructure development. The Legok Nangka Regional TPPASR guarantee represents a significant milestone for PT PII. Not only will it serve as the first Public-Private Partnership (PPP) project in 2026, but it is also the first waste sector project in PT PII’s guarantee portfolio, promising significant benefits for the environment, society, and the regional economy.
“This project can reduce waste generation, improve the quality of waste management services, and create added value by converting waste into energy,” Andre explained on Thursday (4/6/2026).
The Legok Nangka TPPASR PPP project will serve as a waste management facility for Bandung City, Bandung Regency, Cimahi City, West Bandung Regency, Garut Regency, and Sumedang Regency, with a capacity of up to 2,131 tonnes per day. The Governor of West Java, Dedi Mulyadi, expressed that the Legok Nangka TPPASR is expected to provide a long-term solution for regional waste management while reducing reliance on landfill facilities that have reached capacity limits.
“I appreciate the role of PT PII in providing government guarantees for this project, as it provides a strong foundation to ensure the project proceeds according to commitment,” said Dedi. Utilizing waste-to-energy technology capable of reducing waste by up to 85 per cent and generating up to 40.79 MW of electricity, Legok Nangka is set to become a milestone in the modern, sustainable, and equitable transformation of waste management for the Greater Bandung area and its surroundings.
