Strengthening Correctional Centres Requires Adequate Funding Support

In a meeting in Tangerang, Banten, on Wednesday (1/7), Assistant Deputy for Institutional Cooperation Coordination for Immigration and Corrections at the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections, Herdaus, assessed that the existence of strong institutions must be accompanied by adequate budget support. “This is so that various programmes and functions of the Correctional Centre can run optimally in supporting the implementation of the KUHP and KUHAP,” said Herdaus, as quoted from a statement confirmed in Jakarta on Tuesday. On the other hand, he stressed that accelerating the establishment of Bapas requires strong synergy between ministries and agencies. Therefore, through the Meeting on the Preparation of Policy Recommendations and Central and Regional Institutional Cooperation Coordination for the Acceleration of the Establishment of Correctional Centres to Strengthen the Implementation of the Criminal Code (KUHP) and the Criminal Procedure Code (KUHAP), it is hoped that all stakeholders will have a common understanding so as to produce implementable policy recommendations and action plans that can be carried out in stages. Herdaus believes that what is being fought for will face various challenges, but through coordination and collaboration from all parties, the acceleration of Bapas formation can be realised as part of strengthening the implementation of the KUHP and KUHAP. In the meeting, the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections presented a number of speakers from ministries, agencies, academics, and civil society organisations to gather various perspectives in formulating policy recommendations for accelerating the establishment of Bapas. “The successful implementation of the KUHP and KUHAP requires strengthening the function of Bapas as an integral part of the criminal justice system, from the assessment process, guidance, to social reintegration,” said Adrianus. The Coordinating Ministry for Law, Human Rights, Immigration, and Corrections ensured that various inputs conveyed by the speakers would be used as material for preparing policy recommendations to be further coordinated with relevant ministries and agencies. The coordination function to resolve various cross-sector bottlenecks that could potentially hinder the acceleration of Bapas formation will also continue to be strengthened. The activity, held from 30 June to 2 July 2026, served as a coordination forum to gather various cross-sector inputs as material for preparing comprehensive policy recommendations to support the implementation of the KUHP and KUHAP. Various strategic issues were discussed, ranging from infrastructure provision, optimisation of state assets, institutional strengthening, to human resource readiness and correctional governance. Through this forum, various inputs from ministries, agencies, academics, and civil society organisations are expected to form the basis for preparing comprehensive policy recommendations and strengthening cross-sector synergy in accelerating the establishment of Bapas as part of strengthening the implementation of the KUHP and KUHAP.
