Strategic Steps to Improve the Safe and Legal Governance of Community Oil Wells in Musi Banyuasin
The Musi Banyuasin Police, together with elements of the Regional Leadership Coordination Forum (Forkopimda), successfully carried out a Joint Pledge Ceremony for the Implementation of Ministry of Energy and Mineral Resources (ESDM) Regulation No. 14 of 2025, held at the Keluang Police Sector Field on Wednesday, 13 May 2026.
This pledge ceremony serves as a crucial milestone in strengthening the governance of community oil wells to make them more legal, structured, and sustainable, while also supporting the increase in national oil and gas production.
Attendees at the event included the Governor of South Sumatra, H. Herman Deru, the Regent of Musi Banyuasin, H M Toha Tohet, the Deputy Chief of South Sumatra Police, Brigjen Pol Roni Samtana Nugroho, the Chief of Staff of Kodam II Sriwijaya, Brigjen TNI Iwan Ma’ruf Zainudin, as well as officials from the Ministry of ESDM, SKK Migas, and elements of the Forkopimda of South Sumatra Province and Musi Banyuasin Regency.
In his speech, Regent of Muba, H M Toha Tohet, emphasised that the implementation of ESDM Regulation No. 14 of 2025 is a strategic step to improve the governance of community oil wells.
“This regulation not only aims to increase oil and gas production but also to reduce environmental impacts, security disruptions, and social issues arising from illegal drilling activities,” he stated.
He also stressed that the Musi Banyuasin Regency Government is committed to realising the professional, legal, safe management of people’s oil wells that provide real benefits to the community.
This pledge ceremony also serves as an educational platform for the public regarding the management of oil wells in accordance with legal provisions, as well as a concrete effort to curb illegal drilling and illegal refinery practices in the Musi Banyuasin area.
Approximately 1,090 participants attended the event, comprising government elements, security apparatus, community organisations, business actors, miners, and the general public.
Meanwhile, South Sumatra Governor Herman Deru, in his press conference, stated that the success of implementing the regulation greatly depends on the synergy of all parties.
“A good regulation will be meaningless without commitment and real work in the field. This joint pledge must become a moral commitment for all stakeholders,” he asserted.
He further added that the existence of ESDM Regulation No. 14 of 2025 now accommodates the activities of community oil miners to operate in accordance with the rules and under the supervision of the government, police, and SKK Migas.
