Stranas PK and Public Works Ministry Integrate Corruption Prevention in Construction Sector

The National Strategy for Corruption Prevention (Stranas PK) together with the Ministry of Public Works (KemenPU) is promoting the integration of corruption case handling in the procurement of goods and services, particularly in the construction sector. This integration is being carried out through the development of the Sipasti application owned by KemenPU and the Regional Government Information System (SIPD) owned by the Ministry of Home Affairs to prevent corruption in the procurement sector, specifically preventing budget leakage through construction price standardisation. “From data held by the KPK, the largest number of cases handled by the KPK are in the process of procuring goods and services, especially in the construction sector. We see that this should not increase every year,” said Aminuddin, Deputy for Prevention and Monitoring at the KPK Stranas PK, during a press conference in Jakarta on Tuesday. Aminuddin stated that construction planning, especially in regional governments, often becomes a breeding ground for corruption, particularly in setting Regional Unit Prices (HSD) and Local Staff Prices (HPS). This system is designed to realise a more transparent and objective procurement process and regional construction governance, as well as to prevent irregularities in the Owner’s Estimate (HPS). Through the development of SIPASTI Pemda, the government hopes to strengthen construction sector governance in the regions and minimise potential irregularities in the preparation of construction work costs. “This Sipasti application must also be continuously evaluated so that it follows the dynamics occurring externally. So the hope is that after this integration, colleagues in regional governments will be more transparent and accountable in preparing plans and costs for construction,” said Aminuddin. If the evaluation results show a positive response, it is not impossible that it will be expanded to districts/cities and other agencies that have construction projects. Aminuddin also mentioned that this project monitoring includes overseeing the construction of government strategic programmes such as people’s schools, the establishment of MBG kitchens, and the Merah Putih Village Cooperatives. Meanwhile, Secretary General of the Ministry of Public Works, Apri Artoto, said the meeting also discussed preparations for the launch of Sipasti Pemda. “This Sipasti Pemda is a development of the Sipasti that we have already implemented at the Ministry of Public Works. However, we will implement this in regional governments, with the launch planned for August,” said Apri. Apri also stated that the Sipasti application is one of the governance improvements at the regional government level for efficiency and accuracy in price setting.
