STNK Renewal Without Previous Owner's ID to Soon Apply Nationally
JAKARTA, KOMPAS.com – The plan to implement annual STNK endorsement without the previous owner’s ID will not be limited to West Java. The National Police Traffic Corps has confirmed that this policy will be expanded across Indonesia.
The Director of Registration and Identification (Dirregident) of the Traffic Corps, Wibowo, stated that the policy will be discussed in a national forum with relevant stakeholders.
“It will then be implemented nationally. I will convey this at the Samsat Coordination Meeting, which happens to be held next week in Semarang,” Wibowo told Kompas.com (14/4/2026).
This means that if agreed upon, the policy will not only apply in one province but will be adopted by all regions in Indonesia. However, Wibowo emphasised that the policy is temporary.
“Yes, it will apply nationally, but the (STNK renewal without previous owner’s ID) will only be valid in 2026,” Wibowo said.
Furthermore, he explained that taxpayers must still fulfil their administrative commitments through a declaration letter.
“Taxpayers may fill out the form (declaration) stating that the vehicle is your car, you are willing to be blocked, and you are ready to carry out the ownership transfer process next year,” Wibowo said.
This scheme provides flexibility for second-hand vehicle owners to continue paying taxes, while encouraging them to promptly complete the ownership transfer.
If the obligation is not fulfilled in the following year, the vehicle’s data will be blocked, rendering its status administratively invalid.
