On Nov. 11, 2002 I applied for the extension of my motor vehicle license (STNK), due to expire on Nov. 14, 2002. I submitted my application forms and other documents as required to the fourth floor of the Jakarta Police Headquarters.
As there was a change in the motor vehicle's assessed value for taxation purposes, the papers were returned and I was asked to go to the third floor for this purpose. Owing to the work backlog in the relevant section, I was told to return the next day. After collecting the corrected forms on the following day, I returned to the fourth floor.
I got a tax payment receipt after about two hours and proceeded to the counter where my renewed STNK was to be collected. However, The officer in charge said the license would be ready an hour after the payment of the tax.
An hour elapsed and I was informed that the STNK would be issued at 3 p.m. It later turned out that the license would only be ready the next day. So, I had to spend three days dealing with the license extension.
No wonder, many people use the service of brokers, who can secure a new STNK within an hour. In fact, the public has been officially warned against hiring brokers. The authorities should also explain why the change in taxation has come into force without prior notice.
