Still Not Started, It Turns Out the Non-Stop Toll Transaction is Still in Pre-Trial Phase
The government has assured that the implementation of the non-contact toll transaction system, or Multi Lane Free Flow (MLFF), is currently still in the pre-trial phase. Head of the Toll Road Regulatory Agency (BPJT) Wilan Oktavian stated that the development of MLFF is part of the transformation of the national toll road service system, carried out in a gradual and measured manner. He explained that the MLFF development is still at the functional test stage and has not yet entered the broad trial phase. “We are currently still at the pre-trial stage which includes functional tests. This stage is important to ensure system readiness before entering the trial and comprehensive evaluation phase,” he clarified. Wilan emphasised that the implementation of MLFF not only concerns technological readiness but also requires overall system readiness, including integration and security aspects. The government continues to strengthen coordination with the MLFF Implementing Business Entity and related stakeholders. This step is taken to ensure ecosystem readiness, from regulatory alignment, system integration, to operational support. On the other hand, user readiness becomes a key factor in the MLFF implementation. Although smartphone usage in society is relatively high, the government assesses that there are still challenges in digital literacy, technology access, and user compliance. “Adopting a new system requires behavioural readiness. Therefore, an adaptation and socialisation process needs to be prepared so that the public can use this system well,” said Wilan. The government stressed that the success of MLFF implementation greatly depends on the synergy between technological readiness, users, and the ecosystem. Therefore, the application of this system is carried out gradually. For information, MLFF is the latest innovation in the toll road usage transaction system, following the previous change from a cash system to non-cash or electronic money card. The Implementing Business Entity (BUP) that won the tender for the project is PT Roatex Indonesia Toll System (RITS). RITS is a subsidiary of Roatex Ltd. Zrt., based in Hungary.
